Salary of New Employees. The first step of the salary range for each classification of employees is the minimum rate that will be paid for employees in that classification and shall normally be the hiring rate for the classification. In cases where it is difficult to secure qualified personnel, or if a person is hired who has prior years of service performing similar duties (i.e. a lateral appointment), the City Manager may set the hiring rate above step 1.

  • No New Employees New employees shall not be hired until those laid off have been given an opportunity of recall.
