Scholarship Funds. Scholarship funds may have a scholarship advisory committee. All scholarship advisory committee members must be approved by the TSDF’s Board of Governors prior to making the first scholarship awards and thereafter annually. All scholarships shall be awarded on an objective and nondiscriminatory basis using procedures that have been approved in advance by the Board of Governors of TSDF and that have been designed to ensure that all such grants meet the requirements of paragraphs (1), (2), or (3) of Section 4945(g) of the Internal Revenue Code of 1986.

WCCF administers all Scholarship Funds in compliance with detailed IRS requirements. Established Scholarship Funds may accept donations from others. The donor establishing the Fund may name the Fund (for example, the Xxxxx Xxxxx Scholarship Fund). Donors establishing a Scholarship Fund may participate in a “scholarship advisory committee” that develops scholarship criteria and recommends recipients of scholarship grants. Scholarship advisory committees may not be controlled by the donor, persons designated or appointed by the donor, or related parties. All members of such committees are appointed annually by the WCCF Board.

Scholarship Funds. Scholarships are funded not more than semiannually and paid to the school, not the student beneficiary. Such funds must have defined eligibility criteria for awarding scholarships.
Scholarship Funds. For any scholarship fund established at the Community Foundation, the scholarship selection committee must be appointed by the Community Foundation; however members may be recommended by the donor. The donor and parties related to the donor may serve on the selection committee but they cannot directly or indirectly control the committee. As required by law, the scholarship selection process must be approved annually by the Community Foundation’s board of directors.
