SEAT AND FACILITATE AN ADVISORY TASK FORCE. The Consultant shall facilitate the selection of the advisory task force that will review efforts that reimagine the role of traffic enforcement in entities comparable to the City of Los Angeles. LADOT staff will advertise and accept applications for interested persons. The Consultant shall review applications, verify qualifications, and provide a recommendation on the candidates for the advisory task force. The final selection of the advisory task force will be made by the City. The advisory task force shall be established only for the purposes of advice regarding this study and the members will be responsible for attending regular meetings, advising on subject matter for agendas, and reporting out on task accomplishments. The Consultant will facilitate the advisory task force for at least a six-month period for background and up to 12 months as needed to provide input for the final study. The advisory task force shall meet monthly or more frequently if needed, and the Consultant will be responsible for scheduling, facilitating, agenda creation, note-taking, providing minutes, and summarizing each meeting which shall be submitted to the Project Manager within one week of each event or occurrence. As part of the proposal, the Consultant shall include a budget and method for compensating the advisory task force. The Consultant shall make available options for virtual participation so as to meet public health requirements and to meet the overall digital access needs of the participants. The Consultant shall submit a draft goal for each of at least six (6) core meetings, including suggested content and potential speakers as relevant as well as meeting formats or other tools such as focus groups, virtual meetings, small in-person round tables, and surveys. The Consultant shall include a budget for additional ad-hoc meetings as deemed necessary by the Project Manager. Goals, agendas and speakers are subject to approval by the Project Manager. Task 1 Deliverable(s): Within two months of Notice to Proceed an advisory task force shall be selected. Establish, facilitate, and document meetings. Provide meeting documentation including attendance, agendas, minutes, and summary of the agreed-upon advisory task force recommendations. Task 1a: Problem Statement A key initial task is to document the advisory task force and City's agreed-upon problem statement, definition of success, and implications of the study results.
