Tab E – Factor 2, Integrated Management and Staffing Approach. The Offeror shall provide a management and staffing approach for all functional areas identified in the PWS. Proposal submission shall demonstrate the Offeror’s understanding of the personnel requirements as well as the ability to provide personnel with the experience, qualifications, and clearances necessary to perform and manage all tasks. The Offeror’s approach shall identify/contain the following at a minimum: • Offeror’s Phase-in approach • Proposed organizational chart showing positions, decision authority, and what parts of the organization are responsible for managing and accomplishing each task. • Proposed plan to hire, train, and retain an adequate number of properly qualified personnel by position. Proposed staffing (by task, number of personnel and company), and any plans to cross- utilize or rely on reach-back, part-time, or temporary personnel during performance. • Plan to provide qualified replacement personnel on short notice when unplanned vacancy(s) occur during performance. • Offeror’s program management approach that includes methodology for: planning, executing and controlling the work while minimizing performance and schedule risk in meeting performance and schedule objectives and standard; adhering to tight program schedules; its ability to monitor and control costs (primarily regarding the T&M aspect of the requirement); meeting and tracking performance; and, day-to-day management. • Provide a resume for each candidate proposed as Key Personnel required in PWS at paragraph
