TEACHING CONDITIONS. A. Teachers are encouraged to be creative and innovative within the classroom insofar as the purposes of the curriculum are being fulfilled in a professional manner. It is understood that professional, legal and social standards must be observed within the context of a public school.
B. Outside the classroom, when a teacher speaks or writes as a citizen, she/he shall be free from institutional censorship and discipline. It shall be the responsibility of the teacher to make it clear that he/she speaks or writes as an individual and not in behalf of the district.

E. Any complaint by a parent directed against a teacher shall be called to the attention of the teacher if the complaint is considered serious enough to result in a written record and/or to become the basis for the disciplinary action against such teacher.

An affected teacher will, however, have the right, in all instances, to request the presence of a Union designated representative at said interview, and when such a request is made, the interview will not proceed until the representative is in attendance. TEACHING CONDITIONS. A. If the matter cannot be remedied by the Principalpossible, the teacher, the Association Board shall make available to and Principal shall meet with the Superintendent with the idea of affecting in each school a remedy.
B. The Superintendent or his designee will meet with representatives from the Association to review class size on a district-wide basis. The initial meeting to review secondary class sizes will be held no later than the fifth (5th) day of each quarter if applicable. The initial meetings to review elementary class sizes shall be held within five (5) days of the fourth Friday of the school year lounge and/or work study room and within five (5) days of the end of the first semesterlavatory facilities exclusively for teacher use.
C. The Board shall, whenever possible, make available will continue its efforts to provide aides for teachers to assist in each school adequate lunchroom, restroomnon-professional activities where the Board deems it necessary or advisable, and lavatory facilities primarily for faculty use and at least one (1) furnished room which shall be reserved for use as a faculty loungelimited by the financial condition of the district.
D. Under no conditions shall a teacher be required to engage in non-educational activities as part of his/her regular assignment. This would include activities such as bus driving, scoring or timing at athletic events, and janitorial duties.
E. All requisitions shall be submitted on the forms provided. Within twenty (20) school days, teachers will be given written statements dealing with the disposition of their requisitions. Said disposition will indicate either approval or denial. Reasons for denial shall be given if teacher requests same from the administration.
F. Telephone facilities shall will be made available to teachers for their reasonable use.
E. . Teachers shall report unsafe working conditions to will record all long distance phone calls on the Administration; if the Administration concurs, appropriate steps shall be taken to remedy the situation.
F. Thirty (30) hours shall be set aside forms provided and will pay for Professional Development and twelve (12) hours for parent- teacher conferences. New teachers shall be given an additional day for special orientation. These days will be identified in the mutually developed district calendarpersonal calls.
G. When a school is dismissed early because of weather conditions, the teachers of that school may leave as soon as it is reasonably sure that the students will arrive home.
H. Supervisory teachers of student teachers shall be tenured teachers Teachers who voluntarily accept the assignment. The parties recognize that "supervisory teachers" are not supervisory teachers under Public Act 379 of 1965.
I. Teachers will receive their regular pay for days that are canceled but shall work on any rescheduled days with no additional compensation.

If at any time during the life of this Agreement, it becomes lawful to count (for the purpose of state member aid) as days of pupil instruction days when pupil instruction is not provided due to conditions not within the control of school authorities due to severe storms, fires, epidemics, or health conditions, it is agreed that the following provision shall become immediately in effect:
2. There shall be one thousand ninety-eight (1,098) hours (not to exceed one hundred eighty (180) days) of student instruction and one hundred eightyfour (184)-teacher attendance days. Act of God days shall be included in instruction days. If a school is closed to students for construction, transportation, or health problems, teachers need not report.

Both parties recognize that variety of factors interact in numerous ways to influence optimal student learning in the classroom. Both parties recognize that one factor, optimal class size, is desirable as it contributes to the quality of instruction and learning which is a mutual goal. With this in mind, both parties agree that:
1. Class size for kindergarten will be twenty five (25) students. If the average kindergarten class exceeds twenty four (24) on the first day of class, then a meeting will be held between administration and teachers within three days to attempt to remedy the situation. Class size for grades 1-3 will be twenty-eight (28) students or less. Class size for grades 4-6 will be thirty (30) students or less. Within travel over two (2) weeks miles between schools as part of their regular daily schedule will be allowed 15 minutes each way for travel and set-up. This travel is exclusive of lunch period.
H. A teacher at the elementary level with more than 25 students in a straight grade or 18 in a split class will be provided with a minimum of two hours of aide time per day.
I. It shall be the goal of the beginning Board to provide Art and Computer Education in Elementary School. The Board will provide Music and Physical Education in Elementary School.
J. Elementary SAP leaders will not be pulled from class without consent.
K. It shall be a goal of the school year all classes will be within these limits or will have a maximum of no more than two (2) higher. Cross leveling of classes will be attempted Board to equalize class loads across the districtprovide counseling services to elementary students.
2. Class sizes for grades 7-12 in excess of thirty-two (32) are not desirable, and the parties mutually agree to work toward maintaining class size below these levels. Both parties, however, recognize that the attainment of such optimal conditions is largely dependent upon the financial resources available to the District. The parties further agree that traditionally large and small classes may be exempt from the optimal size. Special students with mental, emotional, or physical handicaps will be considered as extra teaching responsibility when assigned to a regular classroom. When such assignments are anticipated, the beginning class size will be set at less than the maximum contract limit; (i.e., K - 3 = 30; 4 - 6 = 32) in order to allow for them. Students who move in after the September count day shall not be counted for purposes of this language. When an overload arises and is brought to the attention of the Building Principal, a remedy shall be agreed upon or a remedy shall be affected by the Superintendent and the Association. The remedy may include, but is not limited to the reassignment of students, provision for teacher assistance, and provision for additional pay.

The Board and the Association pledge themselves to seek to extend the advantages of public education to every student without regard to race, creed, religion, sex, color, or national origin and to seek to achieve full equality of educational opportunity to all pupils.
E. Teachers shall report unsafe working conditions will be at their assigned place of duty 5 minutes before and 5 minutes after the normal student day as required by the school calendar. Teachers with first or last period prep must remain in the building. It is understood that teachers will attend IEPs or other student-oriented meetings as requested by the administrator up to 30 minutes before or after school given 5 school days’ notice. All efforts will be made to rotate required attendance at these meetings through the Administration; if the Administration concurs, appropriate steps shall staff members. Teachers will stay for teachers’ meetings and conferences by appointment. Only emergency staff meetings will be taken to remedy the situationscheduled on Friday afternoons or afternoons before a holiday.

J. Teachers, in carrying out their classroom duties, as well as extra duties, have certain responsibilities for accounting for school equipment, keys, supplies, textbooks, and money they handle. Failure to use proper caution will result in their accepting responsibility for specific losses to the school and students. The Board will provide procedures for maintaining an accounting of the above.
K. Teachers of extracurricular activities, before receiving their extra pay, will make sure all equipment is accounted for and stored properly.
L. No regularly assigned teacher shall be used as a substitute teacher except in case of emergency, it is being understood expressly that the failure of a substitute to arrive on schedule or inability to secure a qualified substitute shall be considered an emergency. In cases where field trips remove entire classes from the classroom, teachers not on the field trip will be used to take the classes of those teachers on the trip, except during their regular preparation period. 2. Once class sizes are determined, any student new to the system will be placed in the classroom with the fewest students at that grade level.
