TECHNICAL PROPOSAL EVALUATION. Evaluate the Technical Proposal on technical and cost evaluation criteria, such as, but not limited to:
1. Timber Harvest
2. Slash Treatment - Capable of the greatest utilization of Non-sawtimber and Biomass.
3. Weed Treatment.
4. Quality Control.
5. Utilization of Local Work Force.

TECHNICAL PROPOSAL EVALUATION. Technical Proposals will be opened first and evaluated on the basis of the criteria, given above. Proposals which obtain Technical Scores of less than 70% will be excluded from further consideration and their respective Financial Proposals will be returned to the concerned firms unopened. A Technical Score (Ts) will then be calculated as follows: TS = Sum of the scores for the Criterion for Technical Evaluation given above. The Technical Score shall account for [65%] of the Combined Evaluation Score.

TECHNICAL PROPOSAL EVALUATION. The Office of Financial Management will evaluate the proposal based on the technical portion of the Evaluation Criteria. Each Vendor is responsible for submitting all relevant, factual and correct information with their offer to enable the evaluators(s) to afford each vendor the maximum score based on the available data submitted by the Vendor. Past Vendor Performance may be considered in the award of this Contract. Vendors with a record of poor performance in the last twelve (12) months may be found non-responsible and ineligible for award.
TECHNICAL PROPOSAL EVALUATION. 5.3.1 A technical review committee comprised of State employees will assess the merits of the Technical Proposal. The State may engage one or more consultants or attorneys to assist in an advisory capacity. The committee will review the responses to the technical requirements of the RFP. Incomplete, inconsistent or inaccurate responses in the Technical Proposal may have a negative impact on the rating.
5.3.2 Qualified Contractors are urged to convey the technical material and other factors necessary to meet the expectations of the RFP in sufficient detail within their written Proposal, rather than to seek to negotiate or provide such factors through written Communications, and Clarifications.
