Tenant-Based Rental Assistance. If the Project Sponsor is using Grant Funds to provide tenant-based rental assistance (“TBRA”), the Project Sponsor agrees to comply with all applicable provisions set forth in 24 CFR Part 574. Project Sponsors providing this service shall also comply with attached Scope of Services.

Definition and Purpose Tenant-Based Rental Assistance (TBRA), including shared housing arrangements, is an allowable activity under federal regulations governing HOPWA grant funds (24 C.F.R. 574.300(b)(5)), designed to serve low income Persons Living With HIV/AIDS (PLWHA) who require assistance with rental payments for an extended period of time. TBRA is subject to federal HOPWA regulations that establish a client rent contribution requirement, program rent subsidy limitations, occupancy, and housing quality standards. See 24 C.F.R. 574.310(b) and (d), and 574.320. The purpose of TBRA is to provide a rental subsidy used to help participants obtain permanent housing in the private rental housing market that meets housing quality standards and is rent reasonable.
