Trunk Provisioning. 5.1 WSP will be responsible for ordering all Interconnection Trunk Groups.
5.2 Orders from WSP to AT&T-13STATE to establish, add, change, or disconnect Trunks shall be submitted using AT&T-13STATE's applicable ordering system. Two-way Trunk Groups may only be used for the delivery of traffic in both directions.
5.3 Orders that comprise a major project that directly impacts the other Party will be jointly planned and coordinated. Major projects are those that require the coordination and execution of multiple orders, or related activities between and among AT&T-13STATE and WSP work groups, including but not limited to the initial establishment of Trunk Groups in an area, designated NPA-NXX relocations, re-homes, facility grooming or major network rearrangements.
5.4 Due dates for the installation of Trunk Groups covered by this Appendix shall be based on each of the
5.5 Trunk Servicing
5.5.1 The Parties will jointly manage the capacity of Trunk Groups. A Trunk Group Service Request (TGSR) will be sent by AT&T-13STATE to notify the WSP to establish or make modifications to existing Trunk Groups. WSP will issue an ASR to AT&T-13STATE's Wireless Access Service Center, to begin the provisioning process:
5.5.1.1 Within ten (10) Business Days after receipt of the TGSR or other notification; or
5.5.1.2 At any time as a result of WSP's own capacity management assessment.
5.5.2 Upon review of the TGSR, if a Party does not agree with the resizing, the Parties will schedule a joint planning discussion to take place and conclude within twenty (20) Business Days of WSP's receipt of the TGSR. At the joint planning discussion, the Parties will resolve and mutually agree to the disposition of the TGSR.
5.5.3 If AT&T-13STATE does not receive an ASR, or if the WSP does not respond to the TGSR by scheduling a joint discussion within the twenty (20) Business Day period, AT&T-13STATE will attempt to contact WSP to schedule a joint planning discussion. If WSP will not agree to meet within an additional five (5) Business Days and present adequate reason for keeping Trunks operational, AT&T-13STATE will issue an ASR to resize the Interconnection Trunks and Facilities.
5.6 Trunk servicing responsibilities for Operator Services trunks used for stand-alone Operator Service or Directory Assistance are the sole responsibility of the WSP.

3.5.2 WSP shall submit orders to AT&T-21STATE to establish, add, change, or disconnect Trunks, using AT&T- 21STATE’s applicable ordering system. Two-way Trunk Groups may only be used for the delivery of traffic in both directions.
3.5.3 WSP’s orders that comprise a major project that directly affects AT&T-21STATE will be jointly planned and coordinated. Major projects are those that require the coordination and execution of multiple orders, or order-related activities between and among AT&T-21STATE and WSP’s work groups, including, but not limited to, the initial establishment of Trunk Groups in an area, designated NPA-NXX relocations, re-homes, Facility grooming or major network rearrangements.
3.5.4 Due dates for the installation of Trunk Groups covered by this Attachment shall be based on each of AT&T- 21STATE’s intra-state Switched Access Services intervals.

5.4 Due dates for the installation of Trunk Groups covered by this Appendix shall be based on each of the
Trunk Provisioning. 10.2.1.1 Notwithstanding any other provision of this Agreement, each Party shall control the timing and sizing of one-way originating trunks it provisions for terminating traffic to the other Party. Both Parties will manage the capacity of their interconnection trunk groups. Each Party’s trunking requirements for a direct end office or a tandem trunk group should be based on reasonable engineering principles and be kept to a minimum quantity of trunks, based on blocking standards identified in Section 10.1.
Trunk Provisioning. If Qwest desires that KMC provision two-way trunks in connection with one or more of the MGS Services, Qwest shall submit a written request to KMC and KMC shall, within 15 days, provide Qwest with a written estimate of all direct costs, charges and fees payable by KMC to third parties in connection with the provisioning, maintenance and operation of such two-way trunks (to the extent they exceed costs associated with one-way trunks) and an estimated time frame in which KMC will order the same. If Qwest accepts such estimates of charges and the time frame for ordering, Qwest shall provide KMC with a written acceptance and KMC shall order such two-way trunks within such time-frame and thereafter Qwest shall be responsible for paying for all direct costs, charges and fees payable by KMC in connection with the provisioning, maintenance and operation of the two-way trunks to the extent they exceed costs associated with one-way trunks. Schedule 2 Service Levels
1. Service Level. For purposes of this Agreement, "Service Level" or -------------- "Service Levels" means the level of service at or above which KMC shall provide the MGS Services to Qwest and includes the following elements (all of which shall be based on industry-standard measurements) provided by KMC:

Trunk Provisioning. 10.3.1 Orders between the Parties to establish, add, change, or disconnect trunks shall be processed by use of an Access Service Request (“ASR”).
10.3.2 Each Party shall manage the capacity of its respective Local Interconnection Trunk Groups. Either Party may send the other an ASR to initiate changes to the Local Interconnection Trunk Groups that the ordering Party desires based on the ordering Party’s capacity assessment. The receiving Party shall issue a Firm Order Commitment (“FOC”) and a Design Layout Record (“DLR”).
10.3.3 Orders that comprise a major project (i.e., new switch deployment) shall be submitted in a timely fashion, and the implementation of such orders shall be jointly planned and coordinated.
10.3.4 If a Party requires trunk provisioning within shorter time intervals than those provided for in this Agreement and such trunk provisioning was forecasted by the Party, such Party may designate its ASR as an “Expedite” and the other Party shall use reasonable commercial efforts to comply with such request where facilities are available. Additional charges may apply for expediting such requests as set forth in Exhibit A. Where facilities are not available, the Parties shall consider ASRs on a case-by-case basis.
10.3.5 Each Party shall be responsible for the engineering, installation, and maintenance on its network.
10.3.6 Both Parties shall adhere to standards for the ordering of interconnection trunking as recommended by the Ordering and Billing Forum (“OBF”), except as otherwise provided in the Verizon CLEC Handbook.

Sprint PCS shall submit orders to AT&T 9-STATE to establish, add, change, or disconnect Trunks, using AT&T 9-STATE’s applicable ordering system. Two-way Trunk Groups may only be used for the delivery of traffic in both directions.
