Flights will be based out of suitable sites. The Contractor’s Pilot will meet the designated Agency biologists and be ready to fly at agreed upon survey times. Suitable weather conditions must be present for flights to occur. Up to Three Agency biologists will accompany the pilot. The usual procedure will be to fly from 7:00 am to 6:00 pm, at the biologist’s discretion. The Agency biologist will instruct the pilot regarding survey locations, routes, approaches, flight patterns, and techniques to collect appropriate data on big game numbers and classification. The Agency biologist will provide maps of the flight area and discuss flight plans with the pilot prior to take off. The Contractor’s Pilot’s prior experience with big game inventories will be highly desirable for this operation. Radio communications and GPS capabilities are essential.

The specific dates on which surveying will take place shall be subject to mutual agreement between the Department and the Contractor, with the understanding that surveying during periods of relatively low winds and low swell is crucial to success. Optimally, the Heceta Bank survey will occur in the spring, while the Nehalem Bank survey may occur either in the spring or later in the year. In addition, the Contractor shall identify in their bid the dates that the vessel will not be available for work due to other obligations. The intent is to complete the work in 2 trips from Newport, depending on the duration of favorable ocean conditions. A maximum of 4 days sampling is targeted for the vicinity of Nehalem Bank, which is intended to be accomplished in one trip. A maximum of 6 days sampling is targeted for the vicinity of Heceta Bank, which is also intended to be accomplished in one trip. ROV data collection will occur between sunrise and sunset, so during this contract period any additional work beyond daylight hours would be for transit only. The charter contract will be terminated when, as determined by the Department, any of the following conditions are met:
1. the scientific objectives of the study have been met, or the available funds have been exhausted
2. due to equipment failure, inclement weather, or other cause it appears that the scientific objectives cannot be met within a reasonable time frame 3. the limit of 10 survey days at sea has been reached

Flights will originate from Jordan Valley, Oregon. The Agency anticipates that a total of 10 morning flights per aircraft will be required. The pilots shall be ready to begin surveys at sunrise each day beginning on March 15, 2021. One (1) ODFW biologist will fly with one (1) aircraft for several days at the beginning of surveys to assess survey protocols. . Normally, one biologist will accompany each pilot but whenever possible, two observers will be used, in addition to the pilot. The usual procedure will be to fly 3 to 4 hours per day, at the Agency biologist’s discretion. The Agency biologist will instruct each pilot regarding survey locations, routes, approaches, flight patterns, and techniques to collect appropriate data on sage-grouse numbers and classification. The sage-grouse lek inventory method requires strict adherence to designated flight areas, altitudes, air speeds, and skill in classifying sage-grouse numbers. The general survey protocol for aerial lek searches consists of flying north – south transects, separated by ¼ to ½ miles to fully cover the survey area. Flight profiles should generally be low (30 – 100 feet AGL), and slow, to allow accurate information gathering regarding lek location and count information. Prior experience with sage-grouse lek inventories by the Contractor’s Pilots will be highly desirable for this operation. An estimated 50 hours of combined flight time will be needed to complete the surveys.

b. Offeror must be available for this project within a 48-hour notice by Agency.
c. Conduct approximately 85 hours of flight time depending on weather conditions, sage-grouse distribution, and flight time costs. Flights will typically last two to four hours, beginning at sunrise and continue through peak lekking activity.
d. Transport up to two (2) biologists per flight to survey sage-grouse leks in Harney County and Lake County.
e. The Offeror’s pilot will determine all conditions regarding safety prior to and during the flight. Should the Offeror’s pilot consider the conditions unsafe, the pilot and the Agency Crew will either forego that flight, return to base, or land at another site deemed more appropriate for safety.
f. Coordinate with Agency prior to initiation of each day’s work and maintain communication throughout the workday.

The Contractor is required to provide an approved gillnet vessel and operating supplies including net as specified to conduct a minimum of 15 days of xxxxxxxx test fishing with a minimum of three sets (45-60 minute soak time) or the equivalent of 2.5 hours of total combined soak time if shorter sets are used. A fishing day may be reduced to two (2) sets or less than 2.5 hours total combined soak time when shorter sets are used if a minimum of 50 white xxxxxxxx are newly tagged in the day. Depending on daily catch performance, agency staff may modify the fishing day requirements. The vessel is required to have a VHF radio, hydraulic gillnet reel, hydraulic pump and wash-down hose, radar, and G.P.S. navigational system, and operational recovery box. The Contractor’s Vessel Operator must be familiar with navigation markers and navigation hazards on the lower Columbia River estuary (below RM 40).

Must have flexibility during all three years to reschedule treatments to take place within two weeks of the originally scheduled date in the event of rain or high winds.
