ACCOUNTING AND AUDIT REQUIREMENTS. The Provider shall maintain the financial records and accounts for the Provider Agreement using generally accepted accounting principles. DHSS may conduct an audit of a provider’s operations at any time the department determines that an audit is needed. The auditor may be a representative of DHSS; or a representative of the federal or municipal government, if the Agreement is provided in part by the federal or municipal government; or an independent certified public accountant. The Provider will afford an auditor representing DHSS or other agency funding the agreement, reasonable access to the Provider’s books, documents, papers, and records if requested. Audits must be conducted in accordance with the requirements of 7 AAC 81.160; including the requirement for a Provider to refund money paid on a questioned cost or other audit exception, if they fail to furnish DHSS with a response that adequately justifies a discovery of questioned costs or other audit exceptions.

All funds received by the Participating County shall be deposited into separate fund accounts which identify the funds and clearly show the manner of their disposition. Participating County agrees that the audit and accounting procedures shall be in accordance with generally accepted government accounting principles and practices (see Accounting Standards and Procedures for Counties, California State Controller, Division of Local Government Fiscal Affairs) and adequate supporting documentation shall be maintained in such detail so as to provide an audit trail which will permit tracing transactions from support documentation to the accounting records to the financial reports and xxxxxxxx. Participating County further agrees to the following audit requirements:
A. Pre-payment Audit. Prior to the deposit of State Financing into the separate account, the BSCC may require the Participating County to have a system audit performed by an auditor satisfactory to the BSCC to insure that the Participating County’s accounting system meets generally accepted government accounting principles;

Expenses for this final audit may be reimbursed for actual costs up to $25,000

The auditor may be a representative of DHSS; or a representative of the federal or municipal government, if the Agreement is provided in part by the federal or municipal government; or an independent certified public accountant. The Consultant will afford an auditor representing DHSS or other agency funding the agreement, reasonable access to the Consultant’s books, documents, papers, and records if requested. Audits must be conducted in accordance with the requirements of 7 AAC 81.160; including the requirement for a Consultant to refund money paid on a questioned cost or other audit exception, if they fail to furnish DHSS with a response that adequately justifies a discovery of questioned costs or other audit exceptions.
ACCOUNTING AND AUDIT REQUIREMENTS. 5 The Authority covenants that it or the Trustee will keep an accurate record of the Revenues derived from said Airport System, and other moneys pledged herein, and of the application of such Revenues or other moneys pledged herein. Such records shall be open to the inspection of Bondholders and their agents and representatives at all reasonable times. The Authority further covenants that within four (4) months after the close of each Fiscal Year it will cause an audit to be made of its books and accounts relating to said Airport System during the preceding Fiscal Year by an independent and recognized certified public accountant not in the regular employ of the Authority. Promptly thereafter reports of each such audit shall 5 An amendment to this Section, as set forth in Exhibit A, is pending and will become effective upon the consent of the holders of a majority of the Bonds then Outstanding. be filed with the Secretary of the Authority and the Trustee and copies of such reports shall be mailed by the Authority to all Bondholders who shall have filed their names and addresses with the Authority for such purpose. Each such audit report shall set forth in respect of the preceding Fiscal Year (or lesser period in the case of the first such report):
(a) all deposits to the credit of and withdrawals from each fund and account created under the provisions of this Trust Agreement;
(b) the details of all Bonds issued, paid, purchased or redeemed;
(c) the amounts on deposit at the end of such Fiscal Year to the credit of each such fund and account, showing the respective amounts on deposit to the credit of each such fund and account in each Depositary and any security held therefor, and showing the details of any investment thereof;
(d) the amounts of the proceeds received from any sales of property pursuant to the provisions of Section 7.14 of this Article; and
(e) a list of all insurance policies or certificates thereof then held by the Authority or a Special Trustee pursuant to this Trust Agreement. The Authority further covenants that it will cause any additional reports or audits relating to said Airport System to be made as required by law and that, as often as may be requested, it will furnish to the Trustee and the holders of any Bonds issued hereunder such other information concerning said Airport System as any of them may reasonably request.
ACCOUNTING AND AUDIT REQUIREMENTS. 8.1 The Consultant shall maintain comprehensive financial records of all expenditure incurred in carrying out the Research for audit and accounting purposes. The Consultant shall provide such records to the Authority’s auditors, on request.
