APPOINTMENTS, TRANSFERS AND PROMOTIONS. (a) In the appointment, transfer or promotion of employees, due and thorough consideration will be given to each of seniority, work performance, and qualifications pertinent to the requirements of the position. (b) No employee will be transferred to a position outside the bargaining unit involuntarily.
