Candidate Selection. The Authorized User (not the MSP) shall have final hiring authority of all Candidate placement requests.

The hiring official may then further screen the applications based on advertised additional or preferred requirements, or by criteria approved by Human Resources. Justification must be provided to Human Resources for any individual not referred for interview.

In selecting a candidate on a job posting the senior permanent, applicant who meets the required qualifications will be given the opportunity to complete a trial period as per Article 20.05, during which their abilities to complete the full range of responsibilities will be assessed. In the case of any employee who does not have permanent status the applicant’s performance assessment results and seniority will apply in selection of the candidate. Any employee who applies for a position and is not awarded the position may inquire in writing as to why they were not awarded the position and shall be given the reasons in writing. The Employer shall notify the Union of the names of the applicants and the name of the successful applicant.

Bargaining Unit members in the applicable zone(s) who have completed a probationary period will be considered first in the selection process for vacancies and training opportunities. If no suitable candidates are found in the applicable zone(s), then selection may be made from the remaining Bargaining Unit applicants who have completed a probationary period. Selected applicants may be required to take testing/interviews which may include comprehension and physical testing completed by resources inside or outside the Department. Candidates applying for postings must achieve a score of sixty (60) and over on Department tests and/or interviews used in the selection process.
