Panel Selection. 1. The Parties shall apply the following procedures in selecting a Panel: (a) the Panel shall comprise 3 members; (b) within 15 days following the date of the establishment of the Panel, each Party shall nominate a Panelist; (c) the Parties shall endeavor
2. If a Panelist appointed under this Article resigns or becomes unable to act, a successor Panelist shall be appointed within 30 days in accordance with the selection procedure as prescribed for the appointment of the original Panelist and the successor shall have all the powers and duties of the original Panelist. The work of the Panel shall be suspended during the appointment of the successor Panelist.
Panel Selection. 1. The Parties shall apply the following procedures in selecting a panel:
(a) the panel shall comprise three members;
(b) the disputing Parties shall endeavor to agree on the chair of the panel within 15 days of the delivery of the request for the establishment of the panel. If the disputing Parties are unable to agree on the chair within this period, the chair shall be selected by lot within three days from among the roster members who are not nationals of a disputing Party;
(c) within 15 days of selection of the chair, the complaining Party or Parties shall select one panelist and the Party complained against shall select one panelist;
(d) if the complaining Party or Parties or the Party complained against fail to select a panelist within this period, the panelist shall be selected by lot within three days from among the roster members who are nationals of such Party or Parties, as the case may be; and
(e) each disputing Party shall endeavor to select panelists who have expertise or experience relevant to the subject matter of the dispute, as appropriate.
2. Panelists shall normally be selected from the roster. Any disputing Party may exercise a peremptory challenge against any individual not on the roster who is proposed as a panelist by a disputing Party within 15 days after the individual has been proposed.
3. If a disputing Party believes that a panelist is in violation of the code of conduct, the disputing Parties shall consult and if they agree, the panelist shall be removed and a new panelist shall be selected in accordance with this Article.
Panel Selection. 1. The following procedures shall apply to panel selection:
(a) the panel shall comprise 3 members;
(b) the Parties shall endeavour to agree on the chair and on the other 2 panelists within 15 days of the delivery of the request for the establishment of the panel, If the Parties are unable to agree on the chair within this period, within 5 days the Party chosen by lot shall select an individual as chair who must not be citizen of the Parties;
(c) within 15 days of selection of the chair, each Party shall select a panelist who tmust not be a citizen of that Party; and
(d) if a Party fails to select its panelist within such period, the Parties shall choose by lot the panelist from among the roster members who are not citizens of that Party.
2. Panelists shall normally be selected from the roster. A Party may exercise a peremptory challenge against any individual not on the roster who is proposed as a panelist by the other Party within 15 days after the individual has been proposed.
3. If a Party believes that a panelist is in violation of the code of conduct, the Parties shall consult and if they agree, the panelist shall be removed and a new panelist shall be selected in accordance with this Article.
Panel Selection. 1. The panel shall comprise three members. The date of establishment of the panel shall be the date on which the chair is appointed.
2. Each disputing Party shall, within 20 days after the date of receipt by the Party complained against of the request for the establishment of the panel, appoint a panelist, who may be a national of said Party, propose up to four candidates to serve as the chair of the panel, and notify the other disputing Party in writing of the name of the panelist and its proposed candidates to serve as chair, including their relevant background information.
3. Within an additional ten days from the receipt by the Party complained against of the request for the establishment of the panel, the disputing Parties shall endeavour to agree on and appoint the chair from among the candidates proposed by both Parties. If the disputing Parties do not agree, the two panelists already appointed shall within an additional ten days, endeavour to agree on the chair from among the candidates proposed by the disputing Parties. If the panelists do not find it appropriate to appoint any of the proposed candidates they may appoint a different individual.
4. If all three members have not been designated or appointed within 40 days from the receipt by the Party complained against of the request for the establishment of the panel, the necessary designations shall be made, at the request of any of the disputing Parties, in the following manner:
(a) if a panelist has not been designated in accordance with paragraph 2, the Secrertary-General of the PCA shall name a member from among the list of candidates for the chair proposed by the disputing Parties; or
(b) if the chair has not been designated in accordance with paragraph 3, the Secretary-General of the PCA, shall appoint the chair from among the candidates for the chair proposed by the disputing Parties.
5. If an appointed panelist withdraws, is removed, or becomes unable to serve, a replacement shall be appointed in the following manner:
(a) in the case of a panelist appointed by a Party, that Party shall designate a new panelist within 15 days, failing which the replacement shall be appointed in accordance with subparagraph 4(a);
(b) in the case of the chair of the panel, the Parties shall agree on the appointment of a replacement within 30 days, failing which the replacement shall be appointed in accordance with subparagraph 4(b);
(c) if there are no remaining candidates proposed by the Parties, each Party...
Panel Selection. 1. The panel shall be comprised of three (3) members.
2. The disputing Parties shall endeavour to agree on the chair of the panel and on the other two (2) panelists within fifteen (15) days of the delivery of the request for the establishment of the panel. If the disputing Parties are unable to agree on the chair within this period, within five (5) days the Party chosen by lot shall select the chair, if not the other Party shall designate one. The designated chair shall not be a citizen of the Parties.
3. Within fifteen (15) days of selection of the chair, each Party shall select a panelist who must not be a citizen of that Party.
4. If a Party fails to select its panelist within such period, the Parties shall choose by lot the panelist from among the roster members who are not citizens of that other Party.
5. All efforts shall be made to select panelists from the roster. The Parties may, by consent, select individuals not listed on the roster.
6. If a disputing Party believes that a panelist is in violation of the code of conduct, the disputing Parties shall consult and, if they agree, the panelist shall be removed and a new panelist shall be selected in accordance with this Article.
Panel Selection. 1. The Parties shall apply the following procedures in selecting a panel:
(a) The panel shall comprise three members.
(b) Within 15 days following the date of the receipt of the request for the establishment of the panel, each Party shall nominate a panelist. If a Party fails to appoint a panelist within this period, the panelist shall be selected by the other Party, unless the Parties otherwise agree.
(c) The Parties shall endeavor to agree on a third panelist who shall serve as chair within 15 days following the date the second panelist has been selected. If the Parties are unable to agree on the chair of the panel within this period, the Parties shall within the next 10 days exchange their respective list comprising four nominees who are not nationals of either Party. The chair shall then be appointed in the presence of the Parties, in person or by any technological means available to the Parties, by lot from among the nominees on the lists within 10 days following the date of exchange of the lists. If a Party fails to submit its list of four nominees, the chair shall be appointed by lot from among the nominees on the list already submitted by the other Party.
(d) The chair of the panel shall not be a national of either Party, nor have his or her usual place of residence in the territory of either Party, nor be or have been employed by either Party, nor have dealt in any capacity with the subject matter of the dispute, unless the Parties otherwise agree.
(e) The Parties shall endeavor to appoint panelists who have expertise or experience relevant to the subject matter of the dispute.
2. If a Party considers that a panelist has violated, or is in violation of, the code of conduct, the Parties shall consult and if they agree, the panelist shall be replaced with a new panelist in accordance with this Article.

4. If any of the three members have not been designated or appointed within 30 days following the date of the receipt of the request for the establishment of the panel by the Party complained against, the designations shall be made at the request of any disputing Party by the Director-General of the WTO, after having consulted with the disputing Parties. The designation should be made within 30 days following the date of the receipt of that request.
5. If an appointed panelist withdraws, is removed, or becomes unable to serve, a replacement shall be appointed in the following manner:
(a) in the case of a panelist appointed by a Party, that Party shall designate a new panelist within 15 days, failing which the replacement shall be appointed in accordance with paragraph 4; and
(b) in the case of the chair of the panel, the Parties shall agree on the appointment of a replacement within 30 days, failing which the replacement shall be appointed in accordance with paragraph 4.
6. Any time period applicable to the proceedings shall be suspended for a period beginning on the date the panelist or chair withdraws, is removed, or becomes unable to serve and ending on the date the replacement is appointed.
7. If the Director-General of the WTO is unable to make the designations as set forth in this Chapter or is a national of a disputing Party, the designations shall be made by any Deputy Director-General of the WTO
Panel Selection. The panel shall comprise three panelists.
Panel Selection. The Panel will be made up of the Division Administrator from the division of the faculty and two tenured faculty members. The Division Administrator will initiate formation of the panel. In the event the administrator in the division is not available the Vice President of Instruction or Student Services, as appropriate, will designate the educational administrator to serve in the Division Administrator's place.
(1) Where the department chair is a tenured faculty member, he/she will serve on the committee. Where the department chair is not a tenured faculty member, the Academic Senate will appoint a tenured faculty member to fill this slot.
(2) One tenured faculty member will be appointed by the Division Administrator. In the event the Temporary faculty member is evaluated a second time, the same team members shall serve. Should vacancies occur, the vacant seat must be replaced, and the replacement shall follow the initial procedures for the selection of the vacant seat. Wherever possible, the Panel membership will reflect diversity with respect to ethnicity and gender.
(3) The Division Administrator shall call a meeting of the new panel prior to week five (5) at which time the members shall elect a chair.
Panel Selection. (1) For the first four years of employment, the panel selection and report procedures for Categorical faculty members set out in Section 8.2.b through 8.2.h. shall be used. In the event that a categorical faculty member has 50% or more special assignment, a self- evaluation may be utilized by the faculty member using the self-evaluation form found in Appendix B. The panel retains the right to go into the classroom for an observation if a self- evaluation method is chosen.
(2) At least once every three years after that, the panel selection and report procedures for Regular faculty members set out in Section 8.6.b. through 8.6.g. excluding the last two sentences in subsection g. shall be used. In the event that a categorical faculty member has 50% or more special assignment, a self-evaluation may be utilized by the faculty member using the self-evaluation form found in Appendix B. The panel retains the right to go into the classroom for an observation if a self-evaluation method is chosen.
