CATEX Documentation. The Proposed Action is eligible for a Documented CATEX according to Federal Aviation Administration (FAA) Order 1050.1F Paragraph 5-6.4a and Paragraph 5-6.4f CATEX for Facility Siting, Construction, and Maintenance, which state: Paragraph 5-6.4a: “Access road construction, and construction, relocation, or repair of entrance and service roadways that do not reduce the level of service on local traffic systems below acceptable levels.” Paragraph 5-6.4f: “Federal financial assistance, licensing, Airport Layout Plan (ALP) approval, or FAA construction or limited expansion of accessory on-site structures, including storage buildings, garages, hangars, t-hangars, small parking areas, signs, fences, and other essentially similar minor development items.” This task will be completed in accordance with FAA’s ARP SOP 5.1 Standard Operating Procedures (SOP) CATEX Determinations, FAA Order 5050.4B, NEPA Implementing Instruction for Airport Actions, and FAA Order 1050.1F, Environmental Impacts Policies and Procedures, and other Council on Environmental Quality (CEQ) guidelines and requirements. This CATEX will determine whether any potential impacts are significant enough to necessitate a higher level of analysis. If impacts are identified that require additional analysis beyond those included in this Scope, it will be amended accordingly. The determination to consult with any regulatory agency will be based on the results in environmental investigations associated with the CATEX. This scope assumes minimal agency coordination due to the type of projects and disturbance area. The results of any coordination efforts will be included (if applicable) and referenced in the CATEX document. Project Description, Location, and Justification The Consultant will concisely describe, in both written and graphic format, the Airport’s Proposed Action in sufficient detail and clarity using terms that are understandable to individuals unfamiliar with aviation activities. This section of the CATEX document will be supported using figures, tables, and/or appendices and is expected to include information describing project location, project area description, project purpose, project need, supporting FAA regulations, and time frame.
