Developmental Opportunities. The Agency may provide developmental assignments and job rotation assignments by written agreement with the Union and employees who volunteer. Employees volunteering for these assignments retain their permanent position classifications, remain on the Agency payroll, retain the representation (AFSCME) status of their permanent positions while on the assignment, and return to their permanent positions on completion of the assignment. Employees participating in developmental and job rotation assignments will continue to receive compensation at the rate of their permanent position and shall continue to accrue rights and benefits related to their permanent position.

Employees in these assignments retain their permanent position classifications, remain on the Institution or Facility payroll, retain the representation status of their permanent positions while on the assignments (except for assignments in supervisory, managerial or confidential positions), and return to their permanent positions on completion of the assignment. An employee filling a developmental assignment or job rotation assignment expected to last more than thirty (30) days shall be informed in writing at the time of the assignment of its anticipated term. Employees participating in developmental and job rotation assignments will continue to receive compensation at the rate of their permanent position and shall continue to accrue rights and benefits related to their permanent position.
Developmental Opportunities. For the purpose of further enhancing employee skills, Human Resources will provide information to hiring supervisors about the benefits of offering positions as developmental opportunities. Employees transferring to a developmental opportunity in a higher classification shall receive compensation at the minimum of the range or a five (5) percent increase in his/her regular classification, whichever is greater. At the end of the developmental opportunity, the employee has a right to return to his/her previous position.

c. When the Agency chooses to offer a developmental opportunity that it intends to assign through an open competitive process, the Agency will post the opportunity on its electronic bulletin boards in the Agency public folders for no longer than ten
Developmental Opportunities. From time to time the job duties or scope of a bargaining unit position(s) may change in such a way as to represent a developmental opportunity, a specialization, or a broadening of duties for a limited number of employees within a department (or appropriate work unit), without increasing the complement of employees in the department. When this occurs, the Hospital shall post this opportunity in the form of an information notice in the relevant department(s) for a period of seven (7) calendar days. A copy of this posted notice will be sent to the Local President or designate within the aforementioned seven (7) calendar days. Employees wishing consideration for these opportunities must express their interest, in writing, within the seven (7) day period referenced herein. The Hospital shall consider employees for these opportunities on the basis of skill, ability, experience, and relevant qualifications of the applicants. Where these factors are relatively equal, bargaining unit seniority shall be the governing factor. If requested, the Hospital will discuss with the unsuccessful applicant’s reasons why they were not chosen for the opportunity.
