- English As A Second Language (ESL). The board may require teachers new to the district after the 1996-97 school year to acquire English as a Second Language certification/endorsement. If such a requirement is made, the following conditions will apply for teachers required to acquire ESL certification. In addition, teachers employed during the 1996-97 school year or before, may voluntarily seek ESL certification, and the following conditions will apply.
