Furloughs and Bumping. When the Employer determines that a furlough is necessary within a seniority unit, employees will be furloughed in the inverse order of Classification seniority. Employees affected by furlough who have the requisite seniority and skill and ability shall bump laterally or down in the following manner:

Employees affected by furlough who have the requisite seniority and skill and ability shall bump laterally or down into any other classification previously held within the bargaining unit but within the same geographical and organizational limitation as the seniority unit, provided the employee has more Bargaining Unit seniority than the employee with the least Bargaining Unit seniority in that classification, and has the requisite skill and ability.
