Involuntary Transfer and Reassignment. A. No county judicial employee who became a State judicial employee on January 1, 1995 as a result of the Judicial Employees Unification Act, shall be transferred or reassigned between counties or between a county and the centralized Clerks’ Offices or the Administrative Office of the Courts in Trenton, without the employee’s consent, except in the case of an emergency for which the Judiciary could not plan.
