Limitations on File. Material placed in the personnel file of an employee without conforming with the provisions of this Article will not be used by the City in any disciplinary proceeding involving the employee. However, nothing in this Article will prevent the City from maintaining a working file for the purposes of evaluation or investigation. No portion of an employee's file will be transmitted without the explicit consent and request of the employee other than to those authorized within the City as defined in Section B.
