Mandatory Low Census. If low census, is still needed after going through this order, the Employer will endeavor to rotate use of the low census fund equitably among all nurses on a unit on each shift (on each campus) starting with the least senior nurse first, providing skills, competence, ability and availability are considered substantially equal in the opinion of the Employer. If an individual volunteers to take a low census day off, that day off shall be counted for purposes of the rotation list. The rotation list will be restarted January 1 and July 1 of each year, beginning with the least senior nurse. Subject to skill, competency and ability, agency nurses and per diem nurses on the unit subject to low census shall be released from work prior to implementing mandatory low census. A traveling nurse who is employed on a contract basis for a defined period of weeks shall participate in the rotation of low census with other full-time and part-time employees.
Mandatory Low Census. Individual employee requests for time off due to perceived lack of work does not trigger this language. During a temporary period of low census/low work need the Employer will seek out volunteers (if multiple, select the most senior) taking into consideration the employee’s work schedule and providing the remaining employees are qualified to perform the required work to take time off before determining and implementing the reduced staffing schedule required. When no volunteers are available, TPT and agency (to include Travelers), then employees working above their FTE, shall be released first. If low census needs are still necessary, prior to implementing mandatory low census, upon employee request, the Employer will use its best efforts to find alternative work at that location or within the geographic area for qualified affected employees. Mandatory low census shall be scheduled on a rotating basis in order of inverse seniority taking into consideration the employee’s work schedule and providing the remaining employees are qualified to perform the required work. Employees who volunteer to take mandatory low census or those sent home on mandatory low census have the option of using PTO (if available) or Leave with Benefits (LWB).
Mandatory Low Census. The Employer reserves the right to determine which job classification(s) shall be subject to low census or reduction in hours at any particular time.
Mandatory Low Census. Mandatory low census will be limited to no more than forty-eight (48) hours per nurse per six (6) month period (January 1 through June 30, and July 1 through December 31). Generally, low census is house- wide, meaning there is only one (1) forty-eight (48) hour cap. However, there shall be no such limit for nurses in a unit that has been mutually agreed by the Association and the Hospital to be identified as a “closed” unit. Low census hours (mandatory and voluntary) will be tracked by the Director of each Department. (Low census standby and low census hours requested by the Hospital will be counted as mandatory low census. Low census or standby requested by the nurse will be counted as voluntary low census.) The nurse may request his/her manager or nursing office staff to determine accumulated hours and the nurse’s place in rotation in relation to other core staff on the nurse’s unit.
Mandatory Low Census. No nurse will be asked to take mandatory low 6 census beyond a cap of two hundred sixteen (216) hours in a calendar year. It is the 7 responsibility of the nurse to inform the nurse’s manager that the cap on low census has 8 been reached. The Hospital will create a mechanism for tracking mandatory low census 9 that will be accessible by the nurse. The parties agree to revisit the annual cap in Task 10 Force.
Mandatory Low Census. Cap 30 Effective January 1, 2023, no nurse will be asked to take mandatory low 31 census beyond a cap of one hundred seventy-six (176) hours (pro-rated 32 based on FTE) in a rolling calendar year, and no more than one shift per pay 33 period for a full-time nurse. It is the joint responsibility of the nurse and their 34 manager to inform the nurse’s manager (track low census hours and inform 1 one another?) that the cap on mandatory low census has been reached. To be 2 eligible for the cap described above, a nurse must be willing to float to other 3 hospital-based units. Nurses who volunteer to be placed on low census will 4 not have those hours count towards the low census cap. Nurse who decline 5 the option to float to another unit or do not accept another alternate 6 assignment will then take low census for their own unit and those hours will 7 not count toward the low census cap. It is the responsibility of the unit-based 8 and hospital-based staffing committees to review low census and float data 9 and discuss the possibility of modifying the cap or further reducing the cap.
Mandatory Low Census. If after reviewing Sections 14.1.1 and 14.1.2 the Employer determines that there still will be excess staff within a Hospital unit for a shift, then the Employer will implement mandatory low census as follows:

A low census list will be compiled, by 23 assigning each nurse a Factor calculated as follows: Nurse’s Total Low Census Hours (voluntary and mandatory) in a rolling calendar year ÷ Nurse’s FTE (expressed in annualized hours for the rolling calendar year) 24 Cancelled Extra Shifts are not included in the Low Census hours. 26 (a) The Low Census list will be updated every twelve (12) hours, and 27 will be available for viewing on the Providence Employee Intranet. 28 Each nurse is responsible for checking the Low Census list and 1 alerting his or her manager to any concerns with the calculation 2 for that nurse or the nurse’s relative placement on the list. The 3 manager will use best efforts to investigate and make corrections, 4 if needed, in a timely manner. 6 (b) The Medical Center will record each nurse’s total unpaid low 7 census hours for the year to date on the low census list. “Unpaid 8 low census hours” means scheduled working hours that the nurse 9 did not work due to low census (whether mandatory or voluntary) 10 and for which the nurse did not receive compensation (such as 11 through the nurse’s choice to use paid time off or otherwise). The
