Measure 1. Student cohorts will be formed in the third grade and will remain intact through the eighth grade. The performance on the third grade administration of the ITBS will set the baseline performance level for each cohort. Each cohort of third graders will get 10% closer to a NCE of 99 by the time that cohort takes the ITBS in the eighth grade.

Measure 1. During the first year of the charter term, the percentage of students scoring in the Meets and Exceeds Standards categories on the EOCTs will at least match the 2011-2012 district average of GCSD. Each subsequent year, using the 2011-2012 GCSD district average as a baseline, the percentage of students meeting or exceeding standards in all grade levels will exceed the baseline by 5% per year until the percentage of students passing, i.e., scoring in the Meets and Exceeds Standards categories, is at or above 90%. At that point, the Charter School will increase the total number of students in these passing categories by 1% per year for the remainder of the charter term.
