Goal 3. The Charter School shall promote a positive school experience that engages students, parents, and teachers.
1. Measure 1: According to data reported by the Governor’s Office of Student Achievement Report Card, in each year of the charter, the percentage of students absent 6 days or more shall not exceed 10% and shall improve by at least 2 percentage points annually until the percentage of students absent 6 days or more is below 5%.
2. Measure 2: Each year, 90% of parents will indicate that they are at least “satisfied” with the overall quality of their child’s education as measured via an annual survey conducted at the conclusion of the school year, in which the options are very unsatisfied, unsatisfied, somewhat satisfied, satisfied, and very satisfied. The survey response rate will be at least 85% of parents surveyed.

Measure 3: Each year, 90% of teachers will indicate that they are at least “satisfied” with the overall quality of their job as measured via an annual survey conducted at the conclusion of the school year, in which the options are very unsatisfied, unsatisfied, somewhat satisfied, satisfied, and very satisfied. Goal 3. Provide college advising and student support services to promote success In addition to the Transfer Block, the MCC dual credit program requires all students selecting courses outside of the Transfer Block or accumulating more than 18 semester credit hours to meet with a college transfer advisor each semester prior to registration. The college also provides online and face-to-face tutoring, library instruction, and success coaching to promote student success.

1. Measure 1: Ninety percent (90%) of graduates will score at least a 23 out of 36 on the composite ACT or at least 1600 out of 2400 on the combined SAT
2. Measure 2: Ninety percent (90%) of graduates will score Meets or Exceeds on the Georgia High School Writing Test
3. Measure 3: Eighty-five percent (85%) of graduates will complete a pathway within their program of study

Goal 3. Goal 3 shall be based on the New Business Revenue Percentage during the period commencing on July 1, 2006 and ending on June 30, 2009. For purposes of this Agreement, the term “New Business Revenue Percentage” shall mean, with respect to the period commencing on July 1, 2006 and ending on June 30, 2009, the Company’s Net Revenue attributable to [(i) new business models in the telecommunications market in the People’s Republic of China, and (ii) sales of products or services to customers outside of the telecommunications market or outside of the People’s Republic of China], expressed as a percentage of the Company’s total Net Revenue attributable to the Company’s AsiaInfo Technologies division, as determined by the Plan Administrator. The Performance Stock Units allocated to Goal 3 shall vest effective on June 30, 2009 in accordance with the vesting percentages set forth the chart below; provided, however, that none of the Performance Stock Units allocated to Goal 3 shall vest unless the Participant is an employee (or other service provider, as the case may be) of the Company or any Subsidiary on June 30, 2009.
