The face of this agreement establishes the months in which the withholding shall take place and the exact Method C – The Agency may submit vouchers to the State in the format prescribed by the State, in duplicate, not more than once per month for those costs eligible for Federal participation to the extent that such costs are directly attributable and properly allocable to this project. Expenditures by the Local Agency for maintenance, general administration, supervision, and other overhead shall not be eligible for Federal participation unless claimed under a previously approved indirect cost plan.

If time does not permit the President to meet the emergency through Method A, he or she shall select the employees to be recommended for dismissal on the basis of reverse seniority: i.e., the least senior academic employee holding a faculty appointment shall be selected first, the most senior last.

(c) Method C – Where work requirements preclude Employees from clearing an ADO in accordance with Method A or Method B above, and where mutual Agreement is reached, Employees shall be entitled to accumulate up to a maximum of 5 ADOs to be cleared either singularly or in a “block” at the discretion of the Employer, provided that such arrangement will not incur additional costs to the Employer by reason to providing relief or the working of overtime.

2. Unless otherwise approved by the Forest Service, water bars shall be installed in accordance with the drawings specified in C(T) 5.31#.
3. Continuous blade shaping of the roadbed is not required under this specification.
4. Drainage structures located in through fills and natural watercourses shall be fully functional without obstructions, including inlet and outlet channel within 6 meters (20 feet) of the structure.
5. Clean culverts and other fabricated structures to provide drainage from road ditches and make the ditch functional. Remove all purchaser-installed temporary drainage structures and reshape drainage to original contours. Removed structures shall become Purchaser's property to be removed from Government land.

The extent of withholding will be confirmed by letter from the State at the time of contract award.
