NO STRIKES OR LOCKOUTS. 4.01 During this Agreement and while negotiations (including arbitration proceedings) for a renewal agreement are taking place, the Union shall not permit or encourage any strike, slowdown or stoppage of work, and shall not otherwise restrict or interfere with the Employer's operations through its members. 4.02 During this Agreement and while negotiations (including arbitration proceedings) for a renewal agreement are taking place, the Employer shall not lock out any of its employees, or deliberately restrict or reduce hours of work, or lay off employees when such layoff is not warranted by the workload.
