Other Leaves of Absence Without Pay. Prior to the expiration of all accrued leave, except sick leave, the employee may request in writing, a non-paid absence, i.e., leave without pay (LWOP). In instances where the work will not be seriously impeded by the temporary absence of an employee, the department head may authorize such leave, not to exceed one (1) year. If such leave is denied by the department head, the employee may appeal the denial to the chief administrative officer within ten (10) days of the denial. The employee’s request for such leave must be in writing and must establish reasonable justification for approval of the request. Such leave requests shall not be arbitrarily denied or rescinded.
