Project Evaluation. The Consultant shall provide a preliminary assessment of the information provided by the Owner, including the program, schedule and budget requirements of the Project. Based on the assessment, the Consultant shall advise the Owner of any other information needed, or consultant services required, which may be needed to accomplish the Project. The Consultant shall provide prompt written notice to the Owner if the Consultant becomes aware of any errors, omissions or inconsistencies in any services or information provided by the Owner. The Consultant shall prepare a preliminary construction cost estimate of the Cost of the Work in order to confirm the initial cost and program premise of the Project as soon as possible during the Schematic Design Documents phase. This estimate may be based on area, volume or similar conceptual estimating techniques. The Cost of the Work includes the construction cost at current market rates of labor and materials, with all specified features and equipment, plus Contractor overhead and profit for the Project as defined by the Owner and designed by the Consultant. The initial Cost of the Work may eventually be modified by the bid contingency and project contingency. The Consultant shall update and refine the preliminary construction cost estimate of the Cost of the Work at least one additional time at the end of the Construction Documents phase. The Consultant shall make recommendations and advise the Owner of any proposed modifications to the design due to reconciliation of the Project Budget and estimates of the Cost of the Work, at each stage of design.

Project Evaluation. 8.3.1 The project will utilise both methods of evaluation. Formative Evaluation will be carried out during the early stages of the project, prior to construct or implementation. This evaluation will focus on “process” issues such as decision making in relation to the planning of the project, the development of the various Business Cases, the management of the procurement process and implementation phases and tracking progress toward achieving the project objectives. 8.3.2 Following implementation, Summative Evaluation will be used to complete the work carried out during the formative stage and will include a traditional Post Project Evaluation exercise. This evaluation will address issues such as the extent to which the project has achieved its objectives and how costs, benefits and risks compare against the estimates in the original Business Cases. It will also include the impact the project has had on patient outcomes and lessons learned from developing and implementing the project.
