PROMOTIONAL VACANCIES. 22.1 Notice of a vacancy that the City desires to fill in an existing position covered by this agreement shall be posted for a period of five (5) working days on all City bulletin boards. Any employee, who has completed his /her probationary period and is interested in filling the vacancy, may apply in writing to the Personnel Department. Note: employees serving the six-month promotional probationary period may bid on internal department opportunities. 22.2 The City reserves the right to fill vacancies with the best candidate available with the opportunity provided current employees first. If the best candidates are within the City's current work force, the vacancy shall be filled on the basis of the following:
