Review by the Administrator of Procurement Decisions. Except as the Administrator shall otherwise determine by notice to the Recipient, the following contracts shall be subject to Prior Review by the Administrator: (a) each contract for goods estimated to cost the equivalent of $200,000 or more; (b) each contract for works estimated to cost the equivalent of $500,000 or more; (c) all contracts for goods or works procured on the basis of Direct Contracting and International Competitive Bidding regardless of value; (d) each contract for consultants’ services provided by a firm estimated to cost the equivalent of $100,000 or more; (e) each contract for consultants’ services provided by an individual estimated to cost the equivalent of $50,000 or more; and (f) each contract for consultants’ services procured on the basis of Single-Source Selection regardless of value. All other contracts shall be subject to Post Review by the Administrator.

All other contracts shall be subject to Post Review by the Administrator.

Section I: Project Implementation (a) The Recipient shall carry out the Project in accordance with the Project Implementation Manual and the Environmental Management Plan and except as the Recipient and the Bank shall otherwise agree, the Recipient shall not amend or waive any provision of the said Manual and Plan, if in the opinion of the Bank, such amendment or waiver would materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof. (b) Without limitation upon the provisions of paragraph (a) of this Section, the Recipient shall carry out Parts A, B, C and D of the Project through CMO.

The Recipient, through the Palestinian Authority, shall maintain LPTF consisting of senior officials of key stakeholder ministries and agencies, and representatives of civil society and the public and private sectors. LPTF shall be responsible for reviewing and endorsing land policy recommendations to be forwarded to the Palestinian Authority for approval, and overseeing the policymaking process and the adoption of LPTF’s recommendations within their ministries. 4. The Recipient, through the Palestinian Authority, shall cause CMWU to maintain PMU in a form and with functions, staffing and resources satisfactory to the Administrator (including specialists in procurement and financial management).
