Review by the Administrator of Procurement Decisions. The Procurement Plan shall set forth those contracts which shall be subject to the Administrator’s Prior Review. All other contracts shall be subject to Post Review by the Administrator.
Review by the Administrator of Procurement Decisions. Except as the Administrator shall otherwise determine by notice to the Recipient, the following contracts shall be subject to Prior Review by the Administrator: (a) each contract for goods estimated to cost the equivalent of $200,000 or more; (b) each contract for works estimated to cost the equivalent of $500,000 or more; (c) all contracts for goods or works procured on the basis of Direct Contracting and International Competitive Bidding regardless of value; (d) each contract for consultants’ services provided by a firm estimated to cost the equivalent of $100,000 or more; (e) each contract for consultants’ services provided by an individual estimated to cost the equivalent of $50,000 or more; and (f) each contract for consultants’ services procured on the basis of Single-Source Selection regardless of value. All other contracts shall be subject to Post Review by the Administrator.

(a) each contract for goods estimated to cost the equivalent of $100,000 or more, procured on the basis of Shopping or National Competitive Bidding, and each contract for works estimated to cost the equivalent of $250,000 or more, procured on the basis of National Competitive Bidding;
(b) the first three contracts for goods, works and services (other than consultants’ services) regardless of value procured on the basis of: (i) National Competitive Bidding; and (ii) Shopping;
(c) each contract for goods procured through Direct Contracting;
(d) each contract for consultants’ services: (i) estimated to cost the equivalent of (A) $100,000 or more and provided by a firm, or (B) $50,000 or more and provided by an individual consultant; and (ii) procured on Single Source basis; and
(e) the first three contracts for consultants’ services, regardless of value.
2. All other contracts shall be subject to Post Review by the Administrator.

(g) each contract for consultants’ services procured on a single source basis, quality- and cost-based selection or a quality-based selection.
2. All other contracts shall be subject to Post Review by the Administrator.

(a) each contract for goods estimated to cost the equivalent of $150,000 or more and each contract for works estimated to cost the equivalent of $200,000 or more;
(b) each contract for consultants’ services provided by: (i) a firm estimated to cost the equivalent of $100,000 or more, and (ii) an individual consultant estimated to cost the equivalent of $50,000 or more. All other contracts shall be subject to Post Review by the Bank.
Section I: Project Implementation
(a) The Recipient shall carry out the Project in accordance with the Project Implementation Manual and the Environmental Management Plan and except as the Recipient and the Bank shall otherwise agree, the Recipient shall not amend or waive any provision of the said Manual and Plan, if in the opinion of the Bank, such amendment or waiver would materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof.
(b) Without limitation upon the provisions of paragraph (a) of this Section, the Recipient shall carry out Parts A, B, C and D of the Project through CMO.
Review by the Administrator of Procurement Decisions. 1. Except as the Administrator shall otherwise determine by notice to the Recipient, the following contracts shall be subject to Prior Review by the Administrator:
(a) each contract for goods and works procured on the basis of National Competitive Bidding;
(b) the first three contracts for goods and works, regardless of value, procured on the basis of Shopping by XXX;
(c) the first three contracts for goods, regardless of value, procured on the basis of Shopping by MOP;
(d) the first three contracts for consultants’ services for each selection method regardless of value;
(e) each contract for consultants’ services: (i) estimated to cost the equivalent of $100,000 or more and provided by a firm; or (ii) estimated to cost the equivalent of $50,000 or more and provided by an individual consultant; and
(f) each contract for consultants’ services procured on a single source basis.
2. All other contracts shall be subject to Post Review by the Administrator.

The Recipient, through the Palestinian Authority, shall cause MOP and PLA to carry out the Project in accordance with the provisions of the Project Implementation Plan, and except as the Administrator shall otherwise agree, the Recipient, through the Palestinian Authority, shall not permit MOP or PLA to amend or waive any provision of the Project Implementation Plan if, in the opinion of the Administrator, such amendment or waiver may materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof.
2. The Recipient, through the Palestinian Authority, shall cause MOP to have the overall responsibility for the coordination of the implementation of the Project. The Recipient, through the Palestinian Authority, shall cause primary responsibility for implementation of Parts A, D.4(a) and D.5(a) of the Project to be vested in MOP and Parts B, C, D.1, D.2, D.3, D.4(b) and D.5(b) of the Project to be vested in PLA.
3. The Recipient, through the Palestinian Authority, shall maintain LPTF consisting of senior officials of key stakeholder ministries and agencies, and representatives of civil society and the public and private sectors. LPTF shall be responsible for reviewing and endorsing land policy recommendations to be forwarded to the Palestinian Authority for approval, and overseeing the policymaking process and the adoption of LPTF’s recommendations within their ministries.

(a) The Recipient shall, no later than July 15, 2005, cause the Palestinian Authority to prepare and thereafter maintain a Project Implementation Plan in a form and substance satisfactory to the Administrator. The Project Implementation Plan shall set out details of the procedures, guidelines, timetables and other pertinent institutional and implementation arrangements relating to the carrying out of the Project.
(b) The Recipient, through the Palestinian Authority, shall cause CMWU to carry out the Project in accordance with the provisions of the Project Implementation Plan, and except as the Administrator shall otherwise agree, the Recipient, through the Palestinian Authority, shall not permit CMWU to amend or waive any provision of such plans if, in the opinion of the Administrator, such amendment or waiver may materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof.
2. The Recipient, through the Palestinian Authority, shall cause CMWU to maintain PMU in a form and with functions, staffing and resources satisfactory to the Administrator (including specialists in procurement and financial management). PMU shall coordinate all activities under the Project, including: (i) financial management;
