Scope of Services Summary. Contractor shall perform all services set forth herein; and is responsible for administering the program funded with the California Emergency Solutions and Housing Program (“CESH”) funds, as described as follows, in a manner satisfactory to the County of Orange and consistent with any standards required as a condition of providing CESH funds including but not limited to SB 850, Section 4, Chapter 48, and the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act 24 CFR Parts 91 and 576. The State of California Department of Housing and Community Development (HCD) administers CESH funding to implement activities that address the needs of individuals and families experiencing homelessness and assist them to regain stability in permanent housing as quickly as possible. For the purposes of the Program, CESH funds are designated to the following prioritized activities:
1. Rental assistance, housing relocation and stabilization services;
2. Operating subsidies and flexible housing subsidy funds; and
3. Operating support for emergency housing interventions, including, but not limited to, Navigation Centers, Street Outreach Services, and Shelter Diversion.

Activities: CONTRACTOR (The Midnight Mission) shall perform all services set forth in the program description and will be responsible for administering program funded with local funds, as described as follows, in a manner satisfactory to the COUNTY and consistent with any standards required as a condition of providing these funds.
B. Program Description: CONTRACTOR will operate a low barrier shelter and service center at The Courtyard (formerly known as Santa Xxx Transit Terminal) for those experiencing homelessness in particular for those currently dwelling around the Civic Center.
C. Eligible Participants: For the purposes of the Program (PROGRAM), a person/household is considered to be homeless only when he/she/they lack(s) a fixed, regular and adequate nighttime residence and reside(s) in a place not meant for human habitation, such as cars, parks, sidewalks, abandoned buildings, motels, or other shelters, or for reference as further defined in 24 CFR Part 576.2.

Once the drainage was designed the size of the ponds were found to be much larger. TxDOT also instructed us to move a pond as a permit was issued for a development. Contractor is responsible for administering the program as described as follows, in a manner satisfactory to the County of Orange (“County”) and consistent with any standards required as a condition of providing the funds, including but not limited to Senate Bill (SB) 850, Section 4, Chapter 48, and the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act 24 CFR Parts 91 and 576.
B. Program Description Contractor’s Flexible Housing Subsidies program shall serve a total of 32 families experiencing homelessness or at risk of homelessness with housing subsidies and supportive services to low-income Orange County families (households with dependent children) (“Program”). These services provide eligible participants connection to the most appropriate level of care and to help secure and maintain permanent housing. The Program shall be administered in an equitable manner by providing culturally responsive services and having multicultural staff and case managers to engage and guide underserved participants throughout the housing process.
C. Eligible Participants Families experiencing homelessness or at risk of homelessness. For the purposes of the Program, families are defined as households with at least one minor child or households with an expectant mother connected through the Family Coordinated Entry System or enrolled in Contractor’s program for services under this Contract, who are at risk of homelessness or experiencing homelessness, or currently enrolled in an affordable housing project. Assistance is prioritized for families experiencing homelessness over families at risk of homelessness. For the purposes of the Program, families are considered to be homeless only when they lack(s) a fixed, regular and adequate nighttime residence and reside(s) in a place not meant for human habitation, such as cars, parks, sidewalks, abandoned buildings, motels, or other shelters, or for reference as further defined in 24 CFR Part 578.3 and 576.2. Families are considered to be at risk of homelessness when they meet the following criteria: 1. A family who:
(i) Has an annual income below 30 percent of median family income for the area, as determined by U.S. Department of Housing and Urban Development (HUD);

Activities: Contractor shall perform all services set forth herein and is responsible for administering the program funded with Homeless Emergency Aid Program (“HEAP”) Funds, as described as follows, in a manner satisfactory to the County and consistent with any standards required as a condition of providing the HEAP Funds.
B. Program Description: Contractor, pursuant to requirements set forth in the Scope of Services, will provide street outreach, engagement services and rental assistance to those experiencing homelessness for all cities in the South Service Planning Area (Exhibit “3”) and connect them to appropriate shelter, housing services and level of care such as treatment, emergency shelter, permanent supportive housing, rental assistance and etc., (“Level of Care”) (“Program”).
