Goals and Outcomes. The Goals in this agreement are the high-level, intended results towards which the Partnership’s efforts are directed. The Outcomes related to each goal are the specific, time-bound and measurable targets which directly contribute to the achievement of the goal(s). Goals and Outcomes. The goals and outcomes for the PROGRAM will adhere to guidelines and expectations set forth by the U.S. Department of Housing and Urban Development’s HEARTH Act as well as the County of Orange. Indicators for measuring effective system performance should include the following key considerations:
Goals and Outcomes. The commitments contained in this section are the Goals and Outcomes that the signatories will work on collectively to advance restoration and protection of the Chesapeake Bay ecosystem and its watershed. The Goals articulate the desired high level aspects of the partners’ Vision. The Outcomes related to each Goal are specific, time-bound, measureable targets that directly contribute to achieving that Goal. The Management Strategies further described in the next section of this Agreement articulate the actions necessary to achieve the Goals and Outcomes. This work will require effort from many, including all levels of government, academic institutions, non-governmental organizations, watershed groups, businesses and individual citizens. Local government will continue to play a unique and critical role in helping the Partnership realize this shared Vision for the Chesapeake Bay. Signatories will participate in achieving the Outcomes of this Agreement in the manner described in the “Management Strategies Development and Implementation” section. While the Goals and Outcomes are described by separate topic areas, the signatories recognize that they are interrelated. Improvements in habitat and water quality lead to healthier living resources. Environmentally literate citizens are more engaged stewards of the Chesapeake Bay’s healthy watersheds. Better water quality means swimmable, fishable waters for Bay residents and visitors. Increased public access to the Bay inspires people to care for critical landscapes and honor the region’s heritage and culture. Healthy fish and shellfish populations support a vibrant economy for a spectrum of fishing-related industries. The signatories recognize that all aspects of the ecosystem are connected and that these Goals and Outcomes support the health and the protection of the entire Bay watershed. As the signatories identify new opportunities and concerns, Goals or Outcomes may be adopted or modified. Any changes or additions to Goals will be approved by the Executive Council. The Principals’ Staff Committee will approve changes or additions to Outcomes, although significant changes or additions will be raised to the Executive Council for approval. Proposed changes to Goals and Outcomes or the addition of new ones will be open for public input before being finalized. Final changes or additions will be available on the Chesapeake Bay Program’s website.

All collaborative partnerships inherently operate on the principle that partners have the choice to play or not. Therefore it is unnecessary, counterproductive and unwise from a PR standpoint to include this in the agreement. Comment: This paragraph should be eliminated completely. If this is a partnership voluntary participation is implied. To try to parse it, either to alleviate the comfort of reluctant participants, or to provide more progressive partners with a “bully pulpit” is counter-productive to stated princples of trust and transparency. NPS-USGS-FWS Comments July 1 Editorial Board Third paragraph: “As new opportunities, concerns and threats are identified by the partnership, additional goals and outcomes may be adopted in the future.” Comment: We need some type of statement that new goals and outcomes could be added to this agreement in the future. So the items that do not make it into this version of the agreement still can be considered in future years. This is at the heart of adaptive management. Goals and Outcomes. My goal is to enhance the well- being of adults, adolescents and families in the community. I provide services that encourage increased personal happiness and health and satisfying relationships. My core values include fostering compassion, promoting racial/ cultural sensitivity and encouraging the development of a collaborative relationship with my clients, that leads to effective treatment and client autonomy. Ongoing assessment occurs during the therapy process to assist in identifying problems accurately as well as to monitor your progress in treatment. I am culturally sensitive and respectful to the struggles you are experiencing. I will encourage and support you in making changes.
Goals and Outcomes. The goals of the agreement should be aspirational and not merely represent a trajectory of what is already being done. Engaging the highest levels of watershed leadership in the goals and outcomes should ensure that our elected and appointed officials provide political leadership and guidance in what will be the essential collaborative components of the restoration effort in the next decade. The introduction to this section should clearly state that these goals and outcomes represent the collective set of actions needed to achieve the mission and vision of the agreement. The opening statement refers to more collaboration (which we agree is needed) but leaves the impression that this applies only to the signatories to the agreement. Obviously, broader collaboration is needed, especially to accelerate local implementation. We offer following introductory language. These goals and outcomes reinforce our ongoing work to meet the requirements of the Clean Water Act and other federal or state statutes or regulations. The Partners recognize that these goals and outcomes reinforce each other and together help to achieve our collective vision of a healthy, vibrant, and sustainable Chesapeake Bay Watershed. Achieving them will require greatly expanding collaboration, enabling, empowering, and facilitating the work of local governments as well as businesses, schools and universities, watershed organizations, and others, and building broad support for stewardship among our citizens. Although we support the use of adaptive management and recognize this flexibility could change management strategies or even goals and outcomes, we believe that because the goals are a part of the overall Bay agreement, any changes to Goals and Outcomes proposed by the PSC in the future must be endorsed by the EC at their annual meeting. We believe that an appropriate set of goals should fall into three primary categories: Restoration (such as water quality and habitat), conservation (such as healthy watersheds, land conservation, and sustainable fisheries) and engagement and stewardship (such as local leadership, environmental literacy, and citizen stewardship)
