As part of the selection process, Registry Operator will evaluate each registrar on a case-­‐by-­‐case basis, in accordance with the terms of this Agreement, weighing the following characteristics:

Selection of Registrars. Subject to Registry Operator’s compliance with this Registry Agreement, including all attachments and appendices thereto (the “Agreement”) and any Temporary Specifications or Policies or Consensus Policy as defined in the Agreement, and provided the scope of the Charter is not exceeded: Selection of Registrars I. Understanding of the Community to be supported by the sTLD II. Thorough understanding of the principles and intentions underlying the .xxx registration policies. III. Geographic and language diversity reflecting the diversity of the Community in its region; IV. Dedicated willingness and ability to propagate and enforce sTLD policies in an observant and diligent manner and in accordance with policies and procedures prescribed by Registry Operator. V. Demonstrated willingness and ability to publicize and market the .xxx TLD, and to use .xxx TLD marketing materials as appropriate. VI. Willingness and ability to post and refresh a minimum deposit against which fees will be drawn. VII. Demonstration that sufficient staff resources are available and ability to interface with automated and manual elements of the .xxx TLD registry process. VIII. Demonstrated systems designed to avoid submission of clearly inappropriate applicants that will over-tax the .xxx TLD authentication system. IX. Demonstrated systems designed to avoid any disputes regarding transfers among registrars. Registry Operator will determine the initial number of ICANN-Accredited Registrars to be selected and, in collaboration with the sTLD Community, will review and revise its selection of registrars and registrar criteria from time to time as appropriate.
Selection of Registrars. Registry will select among ICANN-­‐accredited registrars wishing to register domain names in the TLD in a manner that promotes the following characteristics: 1. Thorough and demonstrated understanding of the principles and intentions underlying TLD policies and procedures; 2. Recognition of the specific nature of the TLD and demonstrated willingness to participate in providing registrar services to registrants in full support of the policy requirements established for Eligibility and Name Selection [ENS]; 3. Dedicated willingness and ability to propagate and enforce TLD policies in an observant and diligent manner and in accordance with policies and procedures prescribed by Registry; 4. Demonstration that sufficient staff resources are available and that the Registrar has the technical ability to interface with automated and manual elements of the TLD registry; 5. Demonstrated systems designed to avoid submission of unqualified or incomplete applications that will burden the ENS system or make it impossible for Registry to fulfill its commitments to ICANN; 6. Demonstrated systems designed to avoid any disputes regarding transfers among Registrars and acceptance of any TLD policies and procedures established in that regard; 7. Acceptance of Registry policies and designated procedures for grace periods for registrants; 8. Willingness and ability to post and refresh a minimum deposit against which fees will be drawn; 9. Demonstrated willingness and ability to publicize and market the TLD, and to follow all TLD marketing guidelines and to use its materials as appropriate; Registry has not established a minimum or maximum number of Registrars that will be selected for the TLD. Registry will evaluate and, in its reasonable discretion, determine whether to qualify an applicant Registrar to serve as a Registrar for the TLD. Registry will accept applications from any ICANN-­‐accredited Registrar and will enter into agreements with Registrars only after a decision with respect to the selection of each applicant to serve as a Registrar based on all of the above criteria and will periodically review and, as appropriate, revise its selection of Registrars based on such criteria.

Recognition of the specific aspects of the aviation community, that will be supported by the .aero TLD and a willingness to participate in it in that spirit; 2. Thorough understanding of the principles and intentions underlying .aero TLD policies, especially as manifested in the domain name management policy and ability to provide Eligibility and Name-Selection Services (ENS Services); 3. Dedicated willingness and ability to propagate and enforce these policies in an observant and diligent manner and in accordance with policies and procedures prescribed by the Sponsor; 4. Familiarity with the needs of the aviation community and established modes for reflecting these needs in the ENS Services processes; 5. Broad geographic distribution and language diversity of registrars; 6. Established collaborative contact with one or several associations representing the aviation community in the language and geographical region or sector served by the registrar; and 7. Dedicated willingness and ability to act together with the aviation community associations referred to above, in the processing of registration requests.
