Statement of Need. 2.1 To establish a national contract to administer a short course of G-CSF to volunteer unrelated stem cell donors who have consented to undergo stimulated Peripheral Blood Stem Cell collection.
2.2 The coverage is principally England and Wales however the contract requirement also includes Scotland and Northern Ireland.
2.3 Administer G-CSF to stem cell donors as prescribed by the BBMR Designated Medical Practitioner as Lenograstim, Granocyte ® (Chugai) for the first 3 days of the short course. See appendix 2 for drug administration table (controlled documents).
2.4 Perform a pregnancy test on all female donors of childbearing potential prior to the first G-CSF injection. G-CSF is not recommended for use during pregnancy or breast feeding. The contractor will provide a Pharmacy Service to the BBMR.
2.6 The contractor will provide an ad hoc phlebotomy service to the BBMR, refer to section 6.
Statement of Need. Currently, there are about 15 - 20 or more noxious weed species growing in the native open space areas that need on-going control actions. There are many acres of good quality native open space areas throughout the system that have small invasions that can be controlled in a few years. And, there are a few other lower quality areas that need a longer commitment to gain control of weeds and to restore them to a higher quality condition. Without actively managing these weeds using integrated weed management practices, (chemical treatment, mechanical treatments like mowing, cutting, and biological controls), they will continue to multiply in the areas they are at, spread into new areas, and reduce native plant and animal populations. Prevention, early detection, containment, suppression, and control of noxious weeds are the most efficient and cost effective methods of any weed management strategy. (See Weed Goals in Addendum 2).

Currently, there are covenant violations including, but not limited to, dumping of grass clippings, dirt, limbs, yard waste and other debris, and excess and unnecessary mowing of native open space areas behind homes. These practices are reducing native plant populations, encouraging noxious weed establishment and growth, and are unsightly.
Statement of Need. Over the years, the waterways running though the City have become a graveyard of countless abandoned recreational vessels. These are a public and safety hazard that threaten our water supply as well as the navigation of recreational boaters. Removing these watercrafts eliminates the current problems and will help deter future abandonment, navigational hazards, environmental discharges and dangerous floating debris. Abandoned vessels are often used as an illegal dumping ground for hazardous materials. The delta is littered with these types of vessels and their presence can encourage boaters to add to the blight rather than accept the responsibility of proper disposal. City of Stockton will continue basic vessel turn-in program. This allows vessel owners to turn-in derelict vessels. In this program, the vessel qualifies to be removed from the waterway more rapidly as legal process is not required and reducing the time a deputy has to spend with these vessels. Vessel owners can be required to prepare their vessels for turn-in, by removing hazardous materials.

Statement of Need. The Subrecipient has a State-designated Village Center that is economically stagnated due to the lack of community wastewater disposal capacity. Given the age of the individual household infrastructure, the potential of failure is likely, however there are several systems within the Village reported to have failed and required a “best fix” option. There are three illicit discharges to the catch basin system identified within the Village area.
