This specification details the work zone traffic control training requirements for employees and representatives of a contractor or subcontractor under contract to the South Carolina Department of Transportation (SCDOT) whose job duties include responsibilities relative to implementation and maintenance of the Transportation Management Plan (TMP).
The CONTRACTOR’s Transportation Management Plan and its components shall comply with the requirements of this Agreement and subsequent Exhibits, Part 6 of the Manual on Uniform Traffic Control Devices (MUTCD) latest edition, and SCDOT policies, standard specifications and all addendums to the standard specifications, the typical traffic control standard drawings for road construction, and procedures.
The CONTRACTOR shall design, develop, implement and maintain a set of coordinated strategies to manage the work zone impacts of the project designated as the Transportation Management Plan.
Con- sistent with the requirements of 23 CFR 630.1012, Project-level Procedures, project plans, specifications and esti- mates (PS&Es) shall include appro- priate pay item provisions for imple- menting the project Transportation Management Plan (TMP), which in- cludes a Temporary Traffic Control (TTC) plan, either through method or performance based specifications.
The Design-Build Firm must develop a Transportation Management Plan in accordance with the Department’s FDOT Design Manual.
