Apprentice Utilization Plan. The Contractor and the Contractor’s Sub-contractors shall prepare and submit a plan for participation of SAC-registered apprentices to the Owner at the pre-job conference. The Contractor and each Sub-contractor shall estimate the total contract labor hours to be worked on the construction contract awarded to it and shall establish the anticipated apprenticeship participation by craft and hours. Diversity goals for the use of apprentices are identified in Section 11.2 (c) of this Article. The first month following issue of the Notice to Proceed and until the Contractor obtains written Final Acceptance from the Owner, the Contractor shall submit a monthly report for its self and all Sub-contractors and suppliers to King County’s online Contract and Apprenticeship Report Tracking System (CARTS) on the numbers of apprentices and journey workers used by craft and trade at each tier and level of work.

The Plan shall be in sufficient detail for the Engineer to track 15 the Contractor’s progress in meeting the utilization requirements and be updated and 16 resubmitted as the Work progresses or when ordered by the Engineer. 18 If the Contractor is unable to demonstrate ability to meet the Apprentice Utilization 19 Requirement in their Apprentice Utilization Plan, they must submit GFE 20 documentation to the State L&I online PWIA System for review and comment with 21 their Apprentice Utilization Plan.
