City Initiated Sample Clauses

City Initiated. The Human Resources Director shall provide for the reallocation of any position from one class to another class whenever a change in duties and responsibilities of such position makes the class to which the position was previously allocated no longer applicable. Any proposed reallocation to be made shall be made with the knowledge of the employee concerned and his Department Head and shall take into consideration the following factors: kinds of duties to be performed, the degree of difficulty and complexity of the duties, the level of responsibility of the position, and the basic skills, knowledge and abilities required to perform the work. The personal qualifications, ability or performance of an employee occupying a position shall not be a criterion for reclassifying his position. When a position necessarily includes duties and responsibilities of two or more classes, the final allocation of the position may be based on (1) the duties and responsibilities which account for the major portion of the work time or (2) on the basis of duties which constitute less than a major portion of the work time but require substantially greater responsibility, skill and training.
