Community Organisation. The capacity of a community involved in an environmental dispute to effectively organise and advocate their interests was one important condition which influenced both access to a structured mediation process and the outcome of that process was. An initial function of effective community organisation is that it may help facilitate access to a mediation process. If a community suffering pollution is to proceed beyond the indifference, denial or intimidation from industry and government agencies that greets many initial environmental claims, a sophisticated degree of organisation and campaign skills may be necessary to raise the profile of their case. For example, in the PŒtYV RŒßŒ case, community organisation and strategic planning was undertaken in conjunction with several NGOs. Subsequent to this a public campaign was conducted, raising the profile of the case and finally prompting the intervention of the National Environment Minister who ordered the initiation of a mediation process. In this case the COMFOVtUYM Oƒ WŒFt9 VUCtUMF formed by community representatives and NGO workers provided an important vehicle for communication of environmental and community concerns to the mass media and government agencies. A similar process was evident in the XŒßY LŒþUF IMdOM9FUŒ case, where formation of the community forum XMPL provided a vehicle for the clarification of community demands and their communication to the mass media, government agencies and industry. In this case, the community of fishpond farmers was forced to undertake extensive lobbying of district, provincial and finally national government representatives before a mediation process was finally undertaken to resolve the dispute. Effective community organisation through, for example, the creation of representative forums also served in these case studies to clarify internal decision- making within a community and enabled more effective representation of community interests during the mediation process. In both the XLI and the PŒtYV RŒßŒ cases, the intervention of non- government organisations skilled in advocacy and organisation was critical to the ability of each community to effectively organise and advocate their interests. Similar trends are evident in some of the other environmental mediation cases reviewed in chapter 4.   • Technical and Organisational Measures (1) Before the commencement of processing, the Supplier shall document the execution of the necessary Technical and Organisational Measures, set out in advance of the awarding of the Order or Contract, specifically with regard to the detailed execution of the contract, and shall present these documented measures to the Client for inspection. Upon acceptance by the Client, the documented measures become the foundation of the contract. Insofar as the inspection/audit by the Client shows the need for amendments, such amendments shall be implemented by mutual agreement.   • Community Involvement The Grantee will facilitate and convene a Community Task Force as one means of developing collaboration among the Grantee, affected residents, and the broader community. The Grantee also will provide information to keep the Community Task Force fully apprised of the planning and implementation of revitalization efforts. The Community Task Force shall be comprised of affected public housing residents, local government officials, service providers, community groups, and others. The Community Task Force will provide advice, counsel and recommendations to the Grantee on all aspects of the HOPE VI development process, including shaping the goals and outcome of the Community and Supportive Services Plan. Community Task Force participants also will disseminate information throughout the community about the Grantee's revitalization efforts. The Grantee's responsibilities with regard to the Community Task Force include: (1) convening and participating in the Community Task Force and other advisory groups; (2) ensuring that regular meetings of the Community Task Force are held to apprise participants of the status of the development process and to solicit comments, opinions, advice, and recommendations on the planning and implementation of the Grantee's revitalization efforts; and (3) if requested by HUD, entering into a memorandum of understanding with the members of the Community Task Force setting forth the manner and frequency of task force meetings, the method (if any) for designating resident and community participants, and the issues that the task force will discuss and develop.
