Deliverables for Key Objective. The scope of services to be provided includes the following, but are not limited to: a. Provide planning and implementation services including, but not limited to supporting subrecipients with regard to A/E design, bidding, pre-construction, construction, implementation, and closeout services to in an effort to assist subrecipients in executing compliant projects that are within budget, scope and schedule for Community Reconstruction, Infrastructure and Rebuild By Design projects located in Long Island, New York, Upstate New York, and New York City. Staff undertaking this work must have design and construction management experience. b. Provide project management support and CDBG-DR technical assistance to GOSR, subrecipients, and/or subrecipients’ contractors and vendors. c. Work as a liaison on behalf of GOSR to develop and execute subrecipient agreements, memoranda of understanding, and applications for CDBG-DR funded programs and projects, ensuring compliance with all HUD, New York State, and GOSR requirements and timeframes. d. Assist subrecipients in developing and amending CDBG-DR applications and related paperwork. e. Assist subrecipients on behalf of GOSR to coordinate the execution of contracts with consultants, contractors, and service providers following established protocols and procedures that meet all relevant HUD and New York State procurement requirements (from procurement to construction to close out). f. Provide staff and, if necessary, office space to run three regional office(s) in Albany, Long Island, and New York City to conduct the services outlined in this RFP for the life of the contract to be awarded pursuant to this RFP. g. Establish and administer a detailed project tracking system that can identify the precise status of each individual project by week and issue regular status reports and datasets from this tracking system to GOSR senior and executive staff during all phases of the process from implementation to closeout. This may include frequent meetings in person, by phone, or by videoconference, which may or may not fall during normal business hours. h. Collect and maintain GOSR and subrecipient records in a manner which complies with CDBG-DR recordkeeping requirements. Respondent will be required to use GOSR’s existing system or records. i.
