EVALUATION CRITERIA and SELECTION PROCESS. The criteria described in this Request for Tender is the Criteria used by the Council to determine the Most Economically Advantageous Tender. You must provide the information required in section 5 (Tender Response). The information you provide will be evaluated by the Council using the criteria described below and the Contract will be awarded to in accordance with this criteria. Your Tender Response will form part of the Contract. The Council reserves the right to request you to attend an interview to clarify matters contained within you Tender Response. Tenders will be scored using the following criteria: Price Against indicative Schedule of Works Pass / fail 60% Method Statement 1 –Implementation – a) Details of previous projects b) CVs of Site and Contract Manager; c) References from previous contracts Method Statement 2 – Programme of work as detailed in the attached Schedule, of lead in times and of the business closure times, if any, and site management in-between projects coming forward Method Statement 3 – Method statements of how the work will be carried out, to include how the work will be resourced i.e. direct employed labour sub-contracts 40% Responsible Procurement: The answers provided in your Response will be evaluated and scored. Bidders who self-certify that they do not meet the requirements of this section will be excluded. The provision of insufficient or false information and/or any responses that leads the Council, acting reasonably, to conclude (considering the risk that the relevant answer concerns the Bidder’s ability to properly perform the contract) that it would be inappropriate to select the Bidder on this occasion, will result in exclusion. Exclusion grounds may apply at any point in the procurement process up to the award of contract SCORING METHODOLOGY: The following scoring methodology shall be used for the Method Statement question(s): Score Performance 0 The response raises major concerns about understanding or approach which is potentially highly detrimental to satisfactory service delivery or contract performance.

EVALUATION CRITERIA and SELECTION PROCESS. 1. Evaluation Process SOQs will not be opened before the due date and time. After the deadline, SOQs will be opened privately to assure confidentiality and avoid disclosure of the contents to competing Respondents prior to and during the review, evaluation, and negotiation processes. However, to the extent that the submittals are public records under California law, they may be released to members of the public if specifically requested under the California Public Records Act after the District announces its intent to award agreements under this RFQ. The District reserves the right to request additional information at any time, in writing or otherwise, which, in its sole opinion, is necessary to assure that the firm’s competence, professional qualifications, number of qualified employees, and business organization are adequate to perform the required architectural and engineering services for the District. A review and selection committee composed of key District officials will review and evaluate all SOQs based on responses to the SOQ sections identified above. The evaluation team first will evaluate the SOQs to determine their responsiveness to the RFQ’s requirements, and then will score the substance of all responsive SOQs. SOQs will be evaluated based on each firm’s qualifications, approach and methodology, experiences with similar work, technical capabilities and track record of their use, and overall responsiveness to the RFQ, under the categories for the RFQ identified above, including contacting one or more of the Respondent’s references. Identification of references shall not prevent the District from considering other information regarding services provided by a Respondent. The District generally intends to award to the highest scored Respondent(s), with the exception of the following: • The District intends to award four master agreements that will be for primary A/E Service Orders, and that award may not be made to the A/E with the highest overall score, but will consider the degree of relative experience of the Respondent and Key Personnel. • The District may award one or more contracts to small businesses or DVBEs that demonstrate their experience and professional qualifications but are scored lower than a Respondent that does not receive an award. • The District may award master agreements limited to specialty services to Respondents that do not submit the highest scored SOQs but that demonstrate specialty experience that the District antici...
