Permanent Employees. These provisions shall only apply when a layoff is foreseen and is for a period of more than 5 consecutive working days. 03.01 If the permanent staff of any branch is to be reduced, the City shall first determine the number of positions to be reduced within each classification in the branch affected, and those employees who were last appointed to a position in the classification to be reduced shall be the first employees removed from such classification for the purpose of layoff.
