E-l carries signals at 2.048 Mbps (32 channels at 64Kbps). "E-3" is a European digital transmission format devised by the ITU-TS and given the name by the CEPT. E-3 carries 16 E-l signals with a data rate of 34.368 Mbps. "Full Circuit IPL Service" means a Circuit whereby both local and foreign-end international Circuits are provided by Supplier and/or its affiliates. "Half Circuit IPL Service" means a Circuit whereby Supplier provides domestic-end half-Circuit and Customer, or Customer's end user, coordinates and procures matching half-Circuits directly from the foreign-end carrier. "International Circuit" means an E-1, X-0, XXX0, XXX0, XX-x, XX-0, OC-3c, or an OC-12. A Circuit shall be considered an "International Circuit" if at any time it is operational outside the domestic United States of America, regardless of the origination and/or termination of the signal. All such International Circuits shall be considered a part of "International Service." An "OC-3c" is a signal based on the SONET frame structure as specified in Bellcore OR-253-CORE, Synchronous Optical Network (SONET) Transport Systems: Common Criteria Physical Layer, and ANSI Tl.105, Digital Hierarchy-Optical Interface Rates and Formats Specifications. UNE POTS includes Basic 2-Wire Analog Loop, Customer specified signaling loops, Analog Line Port, and Interim Number Portability. Includes both new loops and “coordinated cutover” loop orders. “Coordinated cutover” loops are orders where a live customer is converted to a CLEC re-using the outside plant facilities. Coordination of all parties is necessary to minimize disruption of service to the end user. Special Services Special Services (“Specials”) are services or elements that require design intervention. These include such services/elements as: high capacity services (DS1 or DS3), Primary rate ISDN, digital services, private lines, multiplexing, and Interoffice Facilities. Interconnection Trunks Includes switched local interconnection (message) trunks carrying traffic between BA and CLEC offices. Includes End Office and Tandem trunks. Number of Installation Orders Total number of “N”, “T”, or “C” type orders. These orders include new orders, orders where the service is moving to a different location, or changes for existing service.
