Project Methods. Approach: The Service Hydrologist, in coordination with Utah Ecological Services Office staff, will serve as the point-of-contact, the conduit of updates to the Recovery Program participants, and the coordinator of input from the Recovery Program regarding proposed water management projects and activities affecting instream flows. Opportunities will be sought to promote an enhanced quantity, frequency, and/or certainty of a minimum amount of instream flow in the lower Price River from April through October in general, and from July-September in particular.

This consultation will be undertaken by User Voice staff and volunteers (all ex-offenders) and would take around three and a half months to complete, with outputs as we progress: 40 in depth one-to-one interviews with a range of young people across the target areas and capturing diversity of age, each typology and so on. The first 5 interviews will be used as a pilot to review the topic guide. Once the interviews are underway and nearing completion an assessment will be made as to whether to undertake a survey to explore particular areas of interest arising from the interviews with young people who did not participate in the interviews. 2 discussion groups with young people of a similar profile in areas where trouble could have been expected. One of these will take place in Cardiff and the other is to be confirmed. These would take place once a typology of groups and characteristics has been established. Secondary research and information The consultation will be underpinned by secondary research including: Official/YJB information about numbers of charges and sentencing patterns and the geographical spread of these; and Area specific data including employment, income, exclusions etc.
