Requests for Bargaining. 1. Upon a request of either party for a meeting to open bargaining, a mutually acceptable meeting date shall be set not more than ten (10) days following such request. A request for bargaining for a successor contract shall be made not less than ninety (90) days nor more than one hundred twenty (120) days prior to the expiration of this contract. 2. All issues proposed for bargaining shall be reduced to writing in comprehensive style, when necessary, by each party, the Board and the Association, and presented to the other party at the first meeting as a complete package. Written mutual consent shall be necessary for the parties to discuss any additional proposal not submitted at the first meeting.

Requests for Bargaining. 1. If the Association or Board desires to open bargaining, it shall notify the other in writing no later than January 1, immediately prior to the expiration date of the agreement. Notification in writing from the Association shall be served on the Superintendent. Notification in writing from the Board shall be served on the Association President. 2. Within twenty-one (21) days after receipt of such notice, an introductory meeting will be scheduled with representatives from the Federal Mediation and Conciliation Service (FMCS) to discuss using IBB. 3. If impact bargaining is used, an initial meeting will be held at which time the Association and Board will submit their proposals in writing. These proposals shall, in form and detail, specify that to which agreement is sought. Topical listings of items proposed for negotiation shall constitute a clear failure of compliance with this requirement and may be disregarded. 4. The items proposed shall constitute the total for negotiations unless otherwise agreed by the parties. The remaining items of the then current contract shall remain in force and effect, and shall be part of any successor agreement.

Within fifteen (15) days after receipt of such notice, an initial meeting will be held at which the Federation and Board will submit in writing its proposals. 3. Proposals shall in form and detail specify that to which agreement is sought. Topical listings of items proposed for negotiation ("laundry lists") shall constitute a clear failure of compliance with this requirement and may be disregarded. 4. The items proposed shall constitute the total for negotiations unless otherwise agreed by the parties. The remaining items of the then current contract shall remain in force and effect and shall be part of any successor agreement.
Requests for Bargaining. If either party desires to negotiate changes in this Agreement, it shall notify the other party in writing not earlier than March 15 nor later than May 29 prior to the expiration of this Agreement. Notification from the Union shall be served on the Superintendent and notification from the Board shall be addressed to the Union President. When the request is made, a copy of the notice and a copy of this Agreement will be sent to the State Employment Relations Board by the initiating party. Within fifteen (15) days after receipt of such notice, an initial meeting will be held for the purpose of exchanging written proposals and establishing a date for the next session. Unless mutually agreed by both parties, all proposals will be fully written and no new proposals will be introduced after the second meeting except by mutual agreement.
