Resource Plan. 3 The Planning View of the Load Resource Balance in the context of the approved 4 2013 Integrated Resource Plan drives the need for resource acquisitions such as 5 demand-side management savings, and IPP contract renewals. The Planning View 6 of the updated Load Resource Balances with existing and committed resources44 in 7 Table 3-6 and Table 3-7 show that new energy and capacity resources are needed 8 in fiscal 2022 and fiscal 2020 respectively (compared to fiscal 2017 for both energy 9 and capacity in the 2013 Integrated Resource Plan). The Recommended Actions in 10 the approved 2013 Integrated Resource Plan are still appropriate as discussed and 11 the Load Resource Balances with planned resources per the Recommended 12 Actions, in addition to existing and committed resources, are shown in Table 3-8 and 13 Table 3-9 (refer to section 3.4.3 for more details on the Recommended Actions).

The reason for splitting the role is to help reduce costs in later phases while providing continuity of resource i.e. the Junior role will continue into the later development phases. In addition we are proposing to use a Work Shop Facilitator for 5 days during the earlier part of the Discovery phase. Resource Plan - Alpha We propose to assign the team allocated during Discovery to the development phases supplemented with additional solution development resources. Therefore the proposed team consists of a Business Analyst/Team Leader, Database Specialist, XXXX and Build Management Lead, Junior User Experience and Information Architect, and 2 Solution Developers all on a full-time basis. In addition the Senior User Experience and Information Architect will continue to have input on a part-time basis and Solution Tester joins the team after the first Alpha phase timebox.
Resource Plan. Beta 1 During Beta 1 the team structure will stay the same as during Alpha with the exception of the Senior User Experience and Information Architect, who will have no input during this phase. Resource Plan - Beta 2 The SCISYS team will scale down for Beta 2 as the focus at this point is ensuring IRS is ready for go-live. We view go-live as a milestone in the project and include the activities that are used to support go-live as part of the Beta 2 phase. This is reflected in our response in Appendix BPricing Matrix. The Business Analyst/Team Leader, Junior User Experience and Information Architect, and one Solution Developer are full-time during this phase and are responsible for a smooth go-live. The other Solution Developer, XXXX and Build Management Lead, and Solution Tester are gradually released from the project during this phase.

Resource Plan. Resource and Planning Managers shall develop and maintain resource plans that include details of the number of specific posts required in Network Rail to operate the business effectively. This plan should be reviewed on a regular basis to identify the current and projected vacancy gap, expected employee turnover and develop and implement an appropriate recruitment/succession plan. NOTE Each business Function will identify the appropriate role(s) to undertake the task identified above.
