Section E. Bumping. The employee scheduled for layoff may elect to either accept layoff or bump to the least senior position in a former classification in his/her Agency or work location (or Department, in the Department of Natural Resources, unless a secondary agreement is in effect) as provided in this Section. An employee scheduled for layoff who fails or is unable, in accordance with Section C.3., to exercise the option to bump to the least senior position in a former classification shall be laid off. For purposes of this Article, the least senior position is defined as:
