Selection of Grantees. BCF’s Grants Committee is charged with the evaluation of candidates for scholarship grants for this Fund. The Grants Committee shall advertise the availability of the Scholarship Grants and encourage potential awardees to submit applications for scholarship aid. Upon receipt of qualified applications, BCF’s Grants Committee, shall formulate recommendations on awards to be presented as an action item at the next meeting of BCF’s Board of Directors. The Board shall review and independently approve or disapprove each recommendation before determining what awards shall be made.
Selection of Grantees. In accordance with the Act, § 79.40 sets forth the process for selecting applicants for legal services grants, including distribution requirements from section 4202 of the Act. The scoring criteria are enumerated in paragraphs (a) through (f).
(a) explains that VA will score all applicants that meet the threshold requirements set forth in § 79.30 using the scoring criteria set forth in § 79.35. Paragraph (b) explains that VA will group applicants within the applicable funding priorities if funding priorities are set forth in the NOFO. As funding priorities can change annually, VA will set forth any funding priorities in the NOFO, which will allow VA flexibility in updating priorities in a quick and efficient manner every year that funds are available under this Grant Program. Paragraph (c) sets forth how applicants are ranked. VA will rank those applicants that receive at least the minimum amount of total points and points per category set forth in the NOFO, within their respective funding priority group, if any. VA will set forth the minimum amount of total points and points per category in the NOFO as these can change annually. Setting forth these points in the NOFO will provide VA flexibility in updating the minimum amount of points in an efficient and quick manner. The applicants will be ranked in order from highest to lowest scores, within their respective funding priority group, if any. Paragraph (d) explains that VA will use the applicant’s ranking as the primary basis for selection for funding. However, consistent with section 4202 of the Act, paragraph (d) further explains VA preferences. In paragraph (d)(1), VA will give preference to applicants that have the demonstrated ability to provide legal services to eligible veterans who are homeless, at risk for homelessness or have very low income, as defined by this part. In paragraph (d)(2), to the extent practicable, VA will ensure that legal services grants are equitably distributed across geographic regions, including rural communities, trust lands, Native Americans, and tribal organizations, consistent with 38 U.S.C. 2022A(f). Lastly, in paragraph (d)(3), VA will give preference to applicants with a demonstrated focus on women veterans as set forth in the NOFO. Selection of Grantees. Donor has the option to establish an External Selection Committee in accordance with the Policy on External Selection Committees, attached here to and incorporated herein as Schedule B. In the event Donor elects, in any given year, not to establish an External Selection Committee, BCF’s Grants Committee shall be charged with the evaluation of candidates for scholarship grants for this Fund. The Grants Committee shall advertise the availability of the Scholarship Grants and encourage potential awardees to submit applications for scholarship aid. Upon receipt of qualified applications, the External Selection Committee or BCF’s Grants Committee, as appropriate, shall formulate recommendations on awards to be presented as an action item at the next meeting of BCF’s Board of Directors. The Board shall review and independently approve or disapprove each recommendation before determining what awards shall be made.
Selection of Grantees. All complete applications will be scored using the criteria in paragraph (a) and ranked in order from highest to lowest total score. VA will rank all applications that receive at least the minimum number of points indicated in the NOFA. VA will award one RVCP grant to the highest scoring application. VA will award RVCP grants to each suc- cessive application, ranked by total score, provided the applicant has not been awarded an RVCP grant for a higher scoring application and the pro- posed project is not in the same project location as any previously awarded RVCP grant. (a) VA will draft an RVCP grant agreement to be executed by VA and the grantee.
(b) The RVCP grant agreement will provide that the grantee agrees to:
(1) Operate the project in accordance with this part and the terms of the agreement;
(2) Abide by the following additional requirements:
(i) Community-based organizations are subject to the Uniform Administra- tive Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non- Profit Organizations under 38 CFR part 49, as well as to OMB Circular A–122, Cost Principles for Non-Profit Organi- zations, codified at 2 CFR part 230, and 2 CFR parts 25 and 170, if applicable.
(ii) Local and State government enti- ties are subject to the Uniform Admin- istrative Requirements for Grants and Cooperative Agreements to State and Local Governments under 38 CFR part 43, as well as to OMB Circular A–87, Cost Principles for State, Local, and Indian Tribal Governments, and 2 CFR parts 25 and 170, if applicable.
(3) Comply with such other terms and conditions, including recordkeeping and reports for project monitoring and evaluation purposes, as VA may estab- lish for purposes of carrying out the RVCP in an effective and efficient manner and as described in the NOFA; and
(4) Provide any necessary additional information that is requested by VA in the manner and timeframe specified by VA. (Authority: 38 U.S.C. 501, 523 note)
Selection of Grantees. BCF’s Grants Committee, in consultation with the appropriate ROTC Commanders and Professors, is charged with the evaluation of candidates for scholarship grants for this Fund. The Grants Committee shall contact the appropriate Professors of Military Science, Naval Science and Air Force Studies; the appropriate ROTC Commanders; as well as managers of other relevant community institutions to advertise the availability of BCF's ROTC Scholarship Grants and to request that these administrators nominate potential candidates or encourage potential awardees to submit applications for scholarship aid. Upon receipt of the nominations from said administrators, BCF’s Grants Committee, in consultation with the appropriate ROTC Commanders and Professors, shall formulate recommendations on awards to be presented as an action item at the next meeting of BCF’s Board of Directors. BCF’s Board shall review and independently approve or disapprove each recommendation before determining what awards shall be made.
Selection of Grantees. Grantees are to be selected on an objective and nondiscriminatory basis. The group from which Grantees are selected shall be sufficiently broad so that giving grants to one or more members of the group fulfills a charitable purpose; however, selection from such a group is not necessary if one or more Grantees are selected on the basis of their exceptional qualifications to carry out the purposes of the grant or it is otherwise evident that the selection is particularly calculated to effectuate the charitable purpose of the grant rather than to benefit particular persons or a particular class of persons. No grants will be permitted to disqualified persons, including but not limited to substantial contributors, managers, and family members of disqualified persons.
Selection of Grantees. The Committee shall select, in its sole discretion, consistent with the purposes of the Plan, the Employees, Non-Employee Managers and Key Advisors to receive grants and shall determine the number of Incentive Units subject to a particular grant in such manner as the Committee determines.
