Starting and Completion Dates. 1. The effective (start) date of the matching agreement is the expiration of the 30-day Federal Register public comment period or the 40-day OMB and congressional review period, whichever is later.
2. The agreement shall expire 18 months after its effective date. The Data Integrity Boards for both agencies may, within 3 months prior to the expiration of this agreement, renew this agreement for a period not to exceed 12 months on a showing to such boards by VHA and IRS that: (1) the matching program will be conducted without change and, (2) that the matching program has been conducted in compliance with this CMA.

The date of commencement of the work shall be the date of this Agreement unless a different date is made for the date to be fixed in a notice to proceed issued by the Owner. This Agreement shall become effective upon its signing by the Owner and Contractor. The contract time shall be measured from the date of commencement. It is understood and agreed that all Work shall be completed within the established time for Contract Completion, and that each applicable portion of the Work shall be completed upon the respective milestone completion date(s), unless the Contractor timely requests and the Owner grants an extension of time in accordance with the Contract Documents.

2.2 The County Treasurer shall provide Contractor a list of eligible properties on the last business day in September of each year. The list shall include all properties that are delinquent and for which three years has expired since the county treasurer bid the properties in under K.S.A. 79-2301 et seq.
2.3 At the time that said list is provided to the attorney, it shall also be provided to the abstractor. The County shall instruct said abstractor to have all abstracting work and the database completed and returned to the Contractor no more than two months from the date it is received.
2.4 Contractor will start work on the annual proceeding upon receiving said list described in 2.2 above and will make every effort to have the tax sale auction during the second full week in August each year. County understands that many factors can delay Court proceedings, including but not limited to, a defendant hiding from service, an Answer being filed that mandates a hearing, a Judge being on vacation, the courts being shut down due to an epidemic or other unforeseen circumstances. If it appears that the tax sale cannot be held during the second full week of August on all of the unredeemed parcels in said proceeding, Contractor will advise the County. The County and Contractor agree to work together to get a tax sale scheduled as soon as possible thereafter, which may necessitate the bifurcation of any cause of action numbers that may be delaying the process.

Transmittal Letter Begins Review Time When this agreement is approved and signed by the Chairpersons of the respective Data Integrity Boards (DIB), VA, as the recipient agency, will submit this agreement and the proposed public notice of the match as attachments via a transmittal letter to OMB and Congress for review. The time period for review begins as of the date of the transmittal letter.
B. Matching Notice Publication VA will forward the public notice of the proposed matching program for publication in the FR, as required by subsection (e)(12) of the Privacy Act, following notice to OMB and Congress, consistent with subsections (o)(2) and (r) of the Privacy Act and OMB Circ. A-108. The matching notice will clearly identify the systems of records and categories of records being used. A copy of the published notice shall be provided to DoD.
C. Effective Date of Agreement This matching agreement shall become effective and matching may commence following publication of the matching notice in the FR and completion of the 30 day public comment period, or after the end of a subsequent 30-day comment period should significant changes in response to public comments and republication of the matching notice in the FR be necessary.
X. Xxxxxxxx and Renewal of the Agreement This agreement shall be valid for 18 months from the effective date of the agreement and may be renewed by the agencies for a period of time not to exceed one additional year, if each agency's program manager certifies to its respective Data Integrity Board that:
1. The matching program will be conducted without change; and
2. The matching program has been conducted in compliance with the agreement. It shall be the responsibility of the recipient agency to draft the renewal. If either agency does not wish to renew this agreement, it should notify the other of its intentions not to renew at least 90 days before the expiration of the agreement.
