Station Manager a. Shall ensure that ERAs are in place, if necessary, to ensure adequate response to on-site emergencies. b. Shall review the existing ERAs on an annual basis to determine if the agreement is still fulfilling the needs of the NWS or if any organizational or policy changes have occurred that would affect the existing ERA.

Station Manager. For the purpose of this procedure, the Station Manager shall be either the NWS Regional Director; Directors of Centers under NCEP (Aviation Weather Center, NP6; Storm Prediction Center, NP7; and Tropical Prediction Center, NP8); Directors of the NDBC,

Station Manager. Shall review or delegate review of this procedure on an annual basis to ensure that the facility is complying with its requirements. Confirmation of this review shall be forwarded to the Regional or Operating Unit Environmental/Safety Coordinator.

Station Manager. All grievances must be presented in writing to the Station Manager of designee within fourteen (14) calendar days from the date on which the employee or Union were aware or should have been aware that the grievance existed. The grievance shall be submitted on a form furnished by the Union and shall clearly state the facts, the identity of the allegedly aggrieved employee(s), the specific provisions of the Agreement alleged to have been violated, and the requested remedy. The Station Manager or their designee will provide the Union with a written response no later than fourteen (14) calendar days after the Station Manager or their designee receives the written grievance. If the Employer does not provide a timely written response to the grievance, the grievance moves to Step 2.

Station Manager. If the matter is not resolved at Step 1, the Union shall present the written grievance within seven (7) calendar days of the immediate supervisor's decision to the Station Manager and/or designee. The Station Manager and/or designee and the Union Business Manager or designee shall confer in an attempt to resolve the grievance. The Station Manager or de- signee shall issue a written reply within seven (7) calendar days following the date of the meeting. Should they fail to adjust the matter, either party may re- quire arbitration of the issue, or issues, involved by giving written notice to the other, said notice to be sent not later than fourteen (14) calendar days after the failure of adjustment efforts.
