Stewardship and Oversight. The CONTRACTOR is authorized to make road maintenance decisions. This work involves monitoring roadway conditions to assess maintenance needs, schedule when maintenance is necessary, and select the appropriate and cost-effective road maintenance solution. The CONTRACTING AGENCY will provide oversight of the CONTRACTOR’s performance through random inspections and assessing adequacy of the CONTRACTOR’s performance. The CONTRACTING AGENCY will provide feedback (good and bad) to assist the CONTRACTOR in its assessment and response to road maintenance. The CONTRACTING AGENCY will communicate maintenance needs observed by CONTRACTING AGENCY or reported by the public to the CONTRACTOR for response.

Stewardship and Oversight. FHWA will implement RBSO at the Program and Project levels in accordance with agency guidance. This will include but not be limited to: o Actions required by law o CAP reviews o PoDI/PoCI Project Selection - The selection and identification of PoDI projects will be risk-based and performed annually in accordance with agency guidance. The Wyoming Division will work with WYDOT in identifying PoDIs. The selection process will utilize WYDOT STIP sheets and apply a set of pre-screen criteria to develop a short-list of potential PoDI projects. A risk-based assessment will be conducted on the short-listed projects to support PoDI nomination. The final selection of PoDI projects will be presented to WYDOT. • Program and Process Reviews – FHWA will conduct various program/process reviews
Stewardship and Oversight. Indicators The Division and State DOT may jointly establish Stewardship and Oversight Indicators (Indicators). The Indicators should set targets, track trends, and implement countermeasures and actions when the data is moving away from the desired target direction. Indicators can provide documented evidence that the State DOT assumption of responsibilities is functioning appropriately. Stewardship and Oversight Indicators should be reviewed on an annual basis. If utilized, the Indicators shall be incorporated by reference to this S&O Agreement.
Stewardship and Oversight. FHWA has Stewardship and Oversight responsibility and will conduct periodic program reviews. Information on individual projects, project performance and/or management may be provided to a stewardship and oversight committee for their review.
Stewardship and Oversight. Indicators MaineDOT and the Maine Division agree to establish and track Stewardship and Oversight indicators. Initial measures will be established jointly within one month of execution of this document. Sources such as MaineDOT’s Dashboard, MaineDOT’s Capstone Measures, FHWA’s Director of Field Services Dashboard will be used to establish measures. Specific indicators for locally administered projects will be considered. Reports depicting the status of each measure will be issued quarterly by MaineDOT’s Results and Information Office to MaineDOT and Maine Division leadership. Annually, MaineDOT and Maine Division leadership will meet to review the status of each measure and consider revisions to the indicators. The results will be used to implement countermeasures and actions when the data is moving away from the desired target direction.
