Study and analysis factors to consider. With regards to the initial study the Consultant’s work will include an examination of at least the following factors: 1 Project or proposal with sufficient collateral, future cash-flow, and high probability of success, to be acceptable to institutional lenders for financing. Put simple, a project is considered bankable if lenders are willing to finance it.  Mapping of water resources, and existing water and sanitation infrastructure within Port Sudan with commensurate environmental impact assessment and sustainability analysis. Including analysis of geographical factors – such as seasonality, silt transport, of economic factors – such as long term cost of desalinated water as opposed to ground- or freshwater, and of barriers to access – such as distance, time and opportunity cost to access water and sanitation facilities for households in different areas of the city. Some references for this are in the business case attached to this ToR, but secondary information will need verification through consultations with relevant authorities at Federal and State levels and with key stakeholders, as well as on site direct verification.  Mapping of need for water and sanitation services, and for water resources for livelihoods across Port Sudan, including outer neighbourhoods and future projected needs under various scenarios. This will need to include a review of key documents2, consultations with relevant authorities and stakeholder groups as well as a proportionate amount of direct inspections on-site. All information from secondary sources and Government will need to be assessed through further consultations with other stakeholders and key independent actors, e.g. UN agencies and other donors, International / National NGOs and Community Based Organisations. DFID Sudan will assist in providing an initial list of contacts.  Institutional, socio-economic and political economy analysis3 of the water and sanitation sectors in Port Sudan. Incorporating a description of political and institutional setup of water and sanitation sectors; fiscal environment; financing status and options; capacity of relevant local authorities; formal and informal institutions; involvement of private sector and non-government organisations; and formal and informal rules of the game.
