TECHNICAL CONDITIONS. 23.1 The LICENSEE shall provide the details of the technology, proposed to be deployed for operation of the service, to the Licensor. For providing the Service the Licensee shall utilize any type of equipment and product that meet TEC standards, wherever made mandatory by the Licensor from time to time. In the absence of mandatory TEC standard, the Licensee may utilize only those equipment and products which meet the relevant standards set by International standardization bodies, such as, ITU, ETSI, IEEE, ISO, IEC etc.,; or set by International Fora, such as 3GPP, 3GPP-2, IETF, MEF, WiMAX, Wi-Fi, IPTV, IPv6, etc. as recognized by TEC and subject to modifications/adaptation, if any, as may be prescribed by TEC from to time. 23.2 Requisite monitoring/interception facilities /equipment for each type of service, shall be provided by the Licensee at its own cost for monitoring as per the requirement specified by the Licensor from time to time. 23.3 The LICENSEE shall adhere to the National Fundamental Plans like National Numbering Plan, Signaling Plan, Routing Plan, National Frequency Allocation Plan and any other plan, as applicable to the respective service authorization, issued by Department of Telecommunications and technical standards as prescribed by Licensor from time to time. 23.4 The Licensor reserves the right to modify any of the National Fundamental Plans.

TECHNICAL CONDITIONS. 4.1 For providing International Long Distance services, the Licensee shall establish its own International Long Distance (ILD) Gateway station, along with requisite security monitoring equipment. The ILD Gateway station shall be set up only after getting the permission or clearance from the Licensor. Commencement of International telecom services shall be permitted only after establishment of ILD Gateway with requisite monitoring facility to the satisfaction of Licensor. 4.2 The Licensee may deploy circuit switched or managed IP network to engineer their ILD networks. The quality of service parameters shall be as prescribed by Licensor or TRAI from time to time. The Licensee may engineer lower than toll quality network provided that such service is offered through calling card or carrier selection. The toll quality will mean a Mean Opinion Score (MOS) of 4 or above in a scale of 1-5. 4.3 The subscriber should be fully made aware of lower than toll quality network as well as lower tariff for the same. A separate code, allotted by Licensor, will have to be offered by the operator for such service. 4.4 The engineered network shall conform to the applicable international and national standards. The measurement of voice quality both by objective as well as subjective methods shall be as defined from time to time.
TECHNICAL CONDITIONS. 23.1 The Licensee shall provide the details of the technology proposed to be deployed for operation of the service. The technology should be based on standards issued by ITU/TEC or any other International Standards Organization/ bodies/Industry. Any digital technology having been used for a customer base of one lakh or more for a continuous period of one year anywhere in the world, shall be permissible for use regardless of its changed versions. A certificate from the manufacturers about satisfactory working for a customer base of one lakh or more over the period of one year, shall be treated as established technology. 23.2 Requisite monitoring facilities /equipment for each type of system used, shall be provided by the LICENSEE at its own cost for monitoring as and when required by the LICENSOR. 23.3 The LICENSEE shall ensure adherence to the National FUNDAMENTAL PLAN ( Which includes National Numbering, routing and Transmission plan issued by Department of Telecommunications and technical standards as prescribed by LICENSOR or TRAI, from time to time. In case of providing choice of Long Distance Operator, the equipment shall support the selection facilities such as dynamic call-by-call selection and pre-selection as per prevailing regulation, direction, order or determination issued by LICENSOR or TRAI on the subject. 23.4 The Numbering Plan for the Unified Access Services will be as per applicable National Numbering plan. The Licensor reserves the right to modify the National Fundamental plan or its part thereof such as Numbering Plan, Routing Plan, Transmission Plan etc. 23.5 The frequencies shall be assigned by WPC from the designated bands prescribed in National Frequency Allocation Plan - 2002. (NFAP-2002) as amended from time to time. Based on usage, justification and availability, spectrum may be considered for assignment, on case by case basis. The frequencies assigned may not be contiguous and may not be same in all cases, while efforts would be made to make available larger chunks to the extent feasible. The detailed guidelines for allocation of frequency spectrum and charges thereof etc. would be separately issued from time to time. 23.6 The LICENSEE may provide additional facilities in case of any value addition/ upgradation that the technology permits at later date with prior intimation to Licensor and TRAI.

TECHNICAL CONDITIONS. 4.1 The Licensee shall disclose complete details on terms and conditions of the contracts/licenses entered into with its parent/associate company and/or space-segment/satellite-system owner/operator including those contained in contracts/licenses issued by the Governments/Authorities of the country where the parent/associate company is registered and/or carries on its business prior to grant of license and before security clearance for the service in India. The information so furnished to the Licensor along with authenticated copies of all such contracts/licenses shall be certified to be true and correct to the best knowledge of the licensee. The information shall be regularly updated, as and when any changes occur, during the validity of the license. 4.2 The Subscriber Terminals shall conform to Condition No. 31.3 of Chapter V and the security requirements of Indian Government as prescribed from time to time. 4.3 Direct interconnectivity between licensed GMPCS Operator and any other Telecom service provider is permitted for the purpose of only terminating traffic of each other. Intimation shall have to be given to the Licensor within 15 Calendar days of establishing such direct interconnectivity. Such interconnection shall be as per mutual agreement between the service providers. The interconnection shall have to be withdrawn in case of revocation of the respective licensed network of other Telecom service providers within one hour or within such time as directed by the Licensor in writing, after receiving intimation from the Licensor in this regard. 4.4 The Licensee shall provide independently or through mutually agreed commercial arrangements with other Telecom Service Providers all public utility services as well as emergency services including TOLL FREE services like police, fire, ambulance. Licensor may declare any public utility or emergency number as TOLL FREE service from time to time. While providing access to public utility/emergency services/emergency response services/services during disaster including police, fire, etc. as defined from time to time, it shall be ensured that such calls shall be delivered to the designated control room of the concerned authority, as prescribed from time to time.
TECHNICAL CONDITIONS. The exhibitors shall submit to the organiser an outline (drafts) of the set-up and equipment of their exhibition stand. These outlines (drafts) shall be confirmed by the organiser prior to the beginning of assembling. The exhibitor shall obtain written permission of the organiser for exhibition spaces exceeding 2.5 m in height. Placing of propaganda material without organiser’s written permission is forbidden. The exhibitor shall remove barriers, obstacles and unsuitable constructions immediately after the organiser points them out to the exhibitor. Otherwise, the organiser shall do so at exhibitor's expense.

Any Interconnection with Access Service providers, ISPs, ILDOs, VSAT Operators, NLDOs, GMPCS operators shall be through the NSO to which it is parented. 4.3 The Licensee shall provide through parent NSO(s) all public utility services as well as emergency services including TOLL FREE services like police, fire, ambulance. Licensor may declare any public utility or emergency number as TOLL FREE service from time to time. While providing access to public utility/emergency services/emergency response services/services during disaster including police, fire, etc. as defined from time to time, it shall be ensured that such calls shall be delivered to the designated control room of the concerned authority, as prescribed from time to time.

TECHNICAL CONDITIONS. 22.1 The Company shall specify the details of technology (Digital/Analogue) , Quality of Service and other Performance Parameters of the Systems proposed to be deployed for operation of the service. The technology should be based on standards issued by ITU/TEC or any other International Standards Organisations/bodies and the Licensee shall seek the approval of Licensor before deployment of such technologies.

TECHNICAL CONDITIONS. 1123.1 The Licensee is permitted to set up their own network equipment viz. BTS, BSC, MSC, RSU, DSLAMs, LAN switches, if required, where there is no requirement of interconnection with other NSO(s). The VNO shall not be allowed to own/ install equipment viz. GMSCs, Soft-switches and TAX. Equipment permitted to be owned /installed by VNOs shall conform to the technical standards prescribed by standardization bodies like TEC and ITU. However, in case of Access Services Category B only wireline equipments are allowed to be installed. 23.2 The LICENSEE shall provide the details of the technology, if required, proposed to be deployed for operation of the service, to the Licensor. In the absence of mandatory TEC & ITU standard, the Licensee may utilize only those equipment and products which meet the relevant standards set by International standardization bodies, such as, ETSI, IEEE, ISO, IEC etc.; or set by International Fora, such as 3GPP, 3GPP-2, IETF, MEF, WiMAX, Wi-Fi, IPTV, IPv6, etc. as recognized by TEC and subject to modifications/adaptation, if any, as may be prescribed by TEC from to time. Network equipment comprising of wireless equipment viz. BTS, BSC, E-Node etc. if set up by VNO shall be under Wireless Operating License (WOL) issued to Network Service Operator (NSO) as VNO is not holding any spectrum and no separate WOL is to be issued. 23.3 Requisite monitoring/interception facilities/equipment for each type of service, shall be provided by the Licensee at its own cost for monitoring as per the requirement specified by the Licensor from time to time if it owns the equipment capable of Interception/monitoring. 1223.4 The LICENSEE shall adhere to the National Fundamental Plans like National Numbering Plan, Signaling Plan, Routing Plan, National Frequency Allocation Plan and any other plan, as applicable to the respective service authorization, issued by Department of Telecommunications and technical standards as prescribed by Licensor from time to time. An NSO shall allocate a numbering range to their VNO(s) from the numbering range allocated to it by the licensor. VNOs shall utilise the network codes of the parent NSO, however LRNs can be issued to the VNOs by DoT for the purpose of routing of calls. 23.5 The Licensor reserves the right to modify any of the National Fundamental Plans.
